We are recruiting for our Saudi operations where you'll be joining a growing team of nearly 250 people supporting clients across the Kingdom realise Vision 2030 projects. Efficio have been operating in KSA since 2014 and opened the Riyadh office in 2019. During this time, we have worked on some of the region's largest infrastructure and Giga projects, helping them manage their end-to-end cost portfolio, deliver value from procurement faster and meet Local Content and ICV requirements.
Role Purpose: Senior commercial leader partnering the Development & Construction (D&C) business to shape, structure, and deliver high-value capital procurement strategies across major construction programmes.
This role is accountable for translating D&C delivery plans into commercially robust packaging and contracting strategies that protect critical path, reduce claims exposure, and unlock measurable value.
The position combines strategic advisory to D&C executives with hands-on intervention on critical or high-value packages.
This is a high-impact role focused on commercial value realisation, delivery assurance, and market leverage within complex capital programmes.
Core Accountabilities
- Commercial Strategy & Packaging Leadership
- Shape packaging, route-to-market, and contracting strategies for major D&C workstreams
- Drive early market engagement to optimise competition, capacity, and pricing.
- Challenge scope definition, risk allocation, and specifications to reduce downstream claims and variations.
- Identify and implement value levers across cost, schedule, and risk.
- Value Delivery & Risk Optimisation
- Deliver measurable value uplift through savings, cost avoidance, or commercial optimisation).
- Optimise contracting models (EPC, D&B, frameworks, etc.) aligned to programme risk profile.
- Strengthen negotiation posture and supplier strategy for critical packages.
- Actively mitigate claims and interface risk through commercial structuring.
- Bridge Between Business & Procurement Execution
- Translate D&C programme plans into a 1224-month executable procurement roadmap.
- Ensure Category Managers execute in line with approved commercial intent.
- Intervene in complex negotiations or time-critical procurements where executive presence is required.
- Resolve prioritisation conflicts and protect delivery milestones.
- Executive Advisory
- Act as trusted commercial advisor to D&C leadership.
- Provide defensible recommendations balancing cost, risk, market dynamics, and schedule.
- Prepare clear, executive-ready strategy packs for approvals.
Experience And Qualifications
- 12+ years experience in capital projects, construction, or infrastructure procurement.
- Strong track record delivering measurable commercial value in D&C environments.
- Deep experience in packaging strategy, contractor tiering, and complex negotiations.
- Demonstrated ability to influence senior stakeholders and challenge constructively.
- Comfortable operating in fast-paced, ambiguous capital programme environments.
- Executive-level communication and structured commercial judgement.
- Strong understanding of market dynamics and supplier risk.
This is an initial 12-month fixed-term contract
