Job Description

To source, negotiate, and procure civil engineering materials, services, and subcontractors for large-scale construction projects. This role requires knowledge of civil construction materials, market pricing, supplier management, and procurement processes. The engineer will work closely with project teams, engineers, and suppliers to ensure timely and cost-effective procurement, while maintaining the highest standards of quality and compliance.

Job Duties and Responsibilities

Material Procurement:

  • Source and procure civil engineering materials, equipment, and services required for construction projects, such as concrete, steel, asphalt, aggregates, and other civil works-related items.
  • Ensure procurement of materials is in line with project schedules, specifications, and budget constraints.
  • Evaluate and select suppliers based on quality, reliability, and cost-effectiveness, ensuring competitive pricing and timely delivery.
  • Negotiate terms, prices, and contracts with suppliers, vendors, and subcontractors.
  • Track procurement orders to ensure that delivery timelines are met and material shortages are proactively addressed.

Cost Control & Budget Management:

  • Assist the project team with cost estimation and material forecasting.
  • Monitor procurement costs, ensuring that purchases are within the allocated budget and cost-effective solutions are applied.
  • Collaborate with the finance department to manage procurement budgets and reconcile any discrepancies in financial records.

Supplier Management & Relationship Building:

  • Maintain strong working relationships with suppliers and subcontractors.
  • Conduct supplier evaluations and performance reviews to ensure consistent quality and timely delivery.
  • Resolve any disputes or issues related to material quality, delivery, or performance with suppliers and subcontractors.

Project Coordination:

  • Work closely with project managers, engineers, and site supervisors to ensure timely availability of materials.
  • Coordinate with design and technical teams to ensure that procurement specifications are aligned with project requirements.
  • Assist in the development and implementation of procurement strategies and plans to meet project timelines.

Documentation & Compliance:

  • Maintain up-to-date procurement records and ensure proper documentation of all procurement transactions, including purchase orders, contracts, and supplier communications.
  • Ensure that all materials, contracts, and suppliers meet legal, regulatory, and company requirements, including health, safety, and environmental standards.
  • Assist in the preparation of reports related to procurement activities, including supplier performance, cost analysis, and materials inventory.

Market Research & Analysis:

  • Stay informed about market trends, pricing, and new suppliers or materials that could benefit the project or company.
  • Continuously evaluate new technologies, methods, or materials in the civil engineering industry to provide the best procurement solutions.

Risk Management:

  • Identify and mitigate procurement risks such as delays, price increases, and supply chain disruptions.
  • Develop contingency plans for procurement-related issues to avoid project delays or cost overruns.

Required Education

  • Bachelor's degree in Civil Engineering, Construction Management, or a related fi eld.
  • Professional certifications in procurement or supply chain management (e.g., CIPS, MCIPS) are a plus.

Required Experience

  • Minimum of 9-10 years of experience in procurement, preferably in civil engineering or construction.
  • Experience in procuring civil engineering materials and services such as concrete, aggregates, asphalt, steel, heavy equipment, and subcontracting services.
  • Previous experience working with suppliers, subcontractors, and project teams in the UAE construction industry is highly preferred.
