Procurement Manager (Civil Consultancies, Structural and Enabling Works)

Reporting to : Chief Procurement Officer

Role Description:

Position Overview: The Procurement Manager Civil is responsible for managing the end-to-end procurement process related to Civil Consultancies, Structural Works, and Enabling Works for construction and infrastructure projects. The role ensures that procurement activities are executed efficiently, transparently, and in compliance with company policies while achieving the best value in terms of cost, quality, and timelines.

The position requires strong experience in construction procurement, consultant engagement, tender management, contract negotiations, and vendor management, particularly for structural packages, geotechnical works, enabling works, and civil engineering consultancies. The Procurement Manager will coordinate closely with project teams, consultants, and contractors to ensure smooth procurement execution and timely project delivery.

Responsibilities

1. Procurement Strategy & Planning:

  • Develop and implement procurement strategies for civil consultancies, structural works, and enabling works packages.
  • Coordinate with project management, design teams, and engineering departments to identify procurement requirements and timelines.
  • Prepare procurement schedules aligned with overall project timelines.
  • Ensure procurement activities comply with organizational procurement policies and procedures

2. Vendor & Consultant Management

  • Identify, evaluate, and prequalify consultants, contractors, and service providers for civil and structural works.
  • Maintain a strong vendor database and ensure competitive bidding.
  • Develop long-term strategic relationships with key consultants and contractors.
  • Monitor vendor performance and ensure compliance with contract requirements

4. Vendor Relationship Management:

  • Procure a wide range of items, including main contractors, subcontractors, consultants, subconsultants, and materials.
  • Develop and maintain strong vendor relationships to ensure successful procurement outcomes.

5. Cost Optimization & Commercial Control:

  • Analyze procurement costs and market trends to identify cost-saving opportunities.
  • Ensure competitive pricing through effective negotiations and supplier engagement.
  • Support project teams in budget control and cost planning related to civil works procurement.
  • Conduct cost-related activities such as value engineering and feasibility analysis.

7. Coordination & Stakeholder Management

  • Liaise with engineering, design, project management, legal, and finance teams to ensure smooth procurement processes.
  • Ensure alignment between consultants, contractors, and internal stakeholders throughout the procurement lifecycle.
  • Provide procurement support during project execution when required.

8. Risk Management & Compliance:

  • Identify procurement risks and implement mitigation strategies.
  • Ensure contracts comply with legal requirements and company policies.
  • Maintain proper documentation and audit trails for procurement activities

9. Proactive Problem-Solving:

  • Exhibit the ability to procure unfamiliar items by thoroughly understanding requirements and identifying potential providers.

10. Communication and Reporting:

  • Maintain open communication with department heads and deputies, providing regular status updates on orders and packages.
  • Ensure timely and effective email correspondence.

11. Strong Personality and Resilience:

  • Possess a resilient and composed demeanor to excel under pressure.

Qualifications:

  • Bachelor's Degree in Civil Engineering or Similar Field
  • Minimum 12 years experience as Category Manager or Similar Position
  • Proven Experience in High Rise Building is Mandatory
  • Proven experience in Estimation, Tendering, and Procurement.
  • Exceptional negotiation skills.
  • Proficient in email communication and literacy.
  • Strong organizational skills.
  • Ability to adapt and succeed in a collaborative, fast-paced environment.
