About the Company: A Class 1 Saudi heavy civil contractor specialized in horizontal infrastructure (roads, highways, earthworks, and utilities).
Location: Riyadh, Saudi Arabia (KSA-based with prior GCC experience)
Role Purpose
Lead procurement of subcontractor services, bulk construction materials, plant/equipment, and general supply chain requirements across the company's EPC, Asphalt, and FM/O&M business lines, ensuring cost-competitive, on-time, and compliant sourcing aligned with project schedules and giga-project vendor standards.
Key Responsibilities
- Own end-to-end procurement for subcontractor packages, bulk materials (bitumen, aggregates, steel, pipes, cement), and plant/equipment rental across active projects.
- Maintain and expand a vetted vendor/subcontractor database, including prequalification against major Saudi client and giga-project vendor frameworks.
- Track and benchmark current KSA market rates for key material and subcontractor categories; advise project and tendering teams on cost trends.
- Negotiate commercial terms, lead time, and payment structures with suppliers and subcontractors to protect margin.
- Coordinate with the in-house aggregate/asphalt division on internal supply planning versus external sourcing decisions.
- Ensure procurement activity complies with Saudi local content requirements (IKTVA/Nitaqat where relevant) and client-specific vendor requirements.
- Manage a procurement team (buyers/coordinators), setting category strategy and reporting on cost savings and supplier performance.
- Support risk mitigation on supply continuity for long-lead items on major infrastructure and giga-projects.
Requirements
- 8–15 years of procurement experience, minimum 5 years within Saudi Arabia.
- Background in heavy civil, roads/infrastructure, or EPC contracting (not retail, FMCG, or oil & gas downstream procurement).
- Proven track record sourcing subcontractors, bulk construction materials, and plant/equipment at scale.
- Working knowledge of current KSA market pricing for bitumen, aggregates, steel, and subcontractor day-rates.
- Experience navigating major Saudi client or giga-project vendor prequalification processes.
- Team management experience — has run a procurement function, not only executed purchase orders.
- Nationality open; Arabic language and existing KSA transferable iqama a plus, not mandatory.
- Bonus: prior exposure to asphalt/aggregate supply chains.
