Our success depends on the strategic procurement and optimal utilization of Plant, Machinery, and Vehicles (PMV) to ensure project efficiency, cost control, and timely execution.

About the Role Procurement Manager (PMV)

The Procurement Manager PMV is responsible for strategic sourcing, procurement, and lifecycle management of plant, machinery, and vehicle assets across multiple projects. This role leads PMV procurement planning, vendor negotiations, contract management, and cost optimization while ensuring operational readiness and compliance.

Key Responsibilities

Strategic PMV Procurement & Planning

  • Develop and execute PMV procurement strategies aligned with project requirements and timelines
  • Manage procurement of heavy equipment, construction machinery, vehicles, tools, and lifting equipment
  • Evaluate buy vs lease options and recommend cost-effective PMV solutions
  • Coordinate with planning and project teams on equipment mobilization and demobilization plans

Vendor & Contract Management

  • Identify, prequalify, and manage PMV suppliers, rental companies, and service providers
  • Lead RFQs/RFPs, commercial evaluations, and high-value negotiations
  • Finalize long-term rental agreements, service contracts, AMCs, and insurance coverage
  • Monitor vendor performance, KPIs, and compliance with contractual obligations

Cost Control & Asset Optimization

  • Track PMV procurement budgets and optimize CAPEX and OPEX
  • Support asset utilization, fleet optimization, and cost-reduction initiatives
  • Work closely with finance teams on cost forecasting, depreciation, and lifecycle costing

Compliance, Risk & Governance

  • Ensure compliance with company procurement policies, HSE standards, and regulatory requirements
  • Manage documentation related to registrations, certifications, inspections, and audits
  • Mitigate risks related to equipment downtime, delays, and supplier dependencies

Reporting & Leadership

  • Prepare PMV procurement dashboards, reports, and management MIS
  • Lead and mentor PMV procurement and expediting teams
  • Act as a key stakeholder for cross-functional coordination with projects, logistics, HSE, and finance

Qualifications

  • Bachelor's degree in Mechanical Engineering, Supply Chain, or related discipline
  • 1015+ years of experience in PMV procurement or plant & equipment management
  • Strong experience in UAE construction, infrastructure, or large-scale project environments
  • Proven experience managing high-value PMV contracts and supplier negotiations

Required Skills & Competencies

  • Deep knowledge of construction equipment, fleet management, and rental markets
  • Strong commercial, negotiation, and contract management skills
  • Experience with ERP / asset management systems (SAP, Oracle, Dynamics, or similar)
  • Strategic mindset with strong leadership and stakeholder management capabilities
  • Ability to manage multi-project, high-value procurement portfolios
