Role Summary
As a Procurement Officer, you will be a key member of our Project Management Office (PMO), responsible for managing the end-to-end procurement lifecycle for our construction projects. This role requires a hands-on professional with strong technical knowledge of construction materials and services. You willbe responsible foridentifyingproject requirements,sourcingand managing suppliers, negotiating contracts, and ensuring thetimelyand cost-effective delivery of all necessary goods and services.
- Key Responsibilities
- Identify, evaluate, andestablishstrong working relationships with a network of reliable suppliers, contractors, and service providers.
- Manage supplier performance by tracking key metrics for quality, timeliness, and cost-effectiveness.
- Conduct market analysis to stay ahead of trends andidentifyopportunities for cost savings and efficiency improvements.
- Lead the resolution of any vendor-related issues or disputes to ensure minimal disruption to project timelines.
- Prepare and manage the full tendering process, including issuing Requests for Quotations (RFQs), Requests for Proposals (RFPs), and Invitations to Bid.
- Conduct comprehensive evaluations of supplier bids and proposals, providing clear recommendations for vendor selection.
- Negotiate favorable terms, pricing, and contracts with suppliers to secureoptimalvalue for the organization.
- Oversee all procurement activities, frominitialrequisition through to final delivery and payment verification.
- Ensure all procurement actionsstrictly complywith company policies, legal requirements, and industry best practices.
- Maintain highlyaccurateand organized records of all procurement activities, including purchase orders, contracts, and supplier communications.
- Assistin managing the procurement budget,ensuringallpurchasingdecisions are cost-effective and aligned with financial targets.
- Prepare and present regular reports on procurement activities, performance metrics, and cost savings achieved.
- Collaborate with project managers and other departments to accurately forecast needs and contribute to the continuous improvement of procurement processes and strategies.
Qualifications & Skills
- A bachelor's degree in engineeringis highly preferred; degrees in Business Administration, Supply Chain Management, or a related field will also be considered.
- A minimum of6-8yearsof procurement experience, with at least3 of those years mandatorily served within the construction industry in Saudi Arabia.
- Strong technical knowledge of construction materials, equipment, and services.
- Provenexpertisein managing the entire procurement cycle, from sourcing to vendor management.
- Proficiencyin using procurement software/ERP systems and the Microsoft Office Suite.
- Fluency in both written and spokenEnglish and Arabic.
- A proventrack recordof achieving significant cost savings and implementing process improvements.
- Exceptional negotiation, organizational, and problem-solving skills.
- A strong commitment to ethical and sustainable procurement practices.
