JOB PURPOSE:
Saudi Arabia Railways is looking for a dynamic and results-oriented Senior Program Control Manager to oversee and coordinate our large-scale projects.
In this role, an ideal candidate will take charge of monitoring progress, identifying potential risks, and ensuring that all projects are delivered on time and within budget.
The responsibilities will include providing essential tools and resources needed for effective project management, as well as supporting project teams to meet operational targets.
You will play a critical role in facilitating communication across teams and maintaining project alignment with strategic objectives, ultimately driving the successful execution of our megaprojects.
CORE RESPONSIBILITIES:
Planning:
- Provide input on the Projects master schedule and maintain it utilizing optimal program and project management tools
- Identify prime risks and limitations within project plan
- Develop and establish processes to monitor changes and control their impact on schedule, to deliver the project within the agreed completion timelines and budget
- Monitor and verify the periodic progress of contractors through progress reporting and raise red flags on projects schedule delays
- Conduct regular meetings with the consultant's planning teams, reviewing submitted claims affecting schedules
Interface:
- Manage the necessary external interactions across multiple work streams of programs and projects providing relevant expertise within the program/ project
- Manage external sources of information and interfaces according to relevant project scope and schedule
- Ensure development and maintenance of an overall interface management plan and register for projects, covering all identified and potential interfaces, along with the relative relationships and reference activities in accordance with contractual agreements
- Manage the development and use of interface documents, systems, diagrams, matrices etc. and coordinate the completion of key milestones with concerned external stakeholders Identify, categorize, schedule, and assess impact of external project technical interfaces

Complies with health and safety standards and procedures
Budgeting & Cost Control:
- Monitors projects alignment with the planned overall budget
Monitors projects risks and identifies mitigation measures
Self-Management:
- Defines operational metrics to minimize exposure to risks
- Defines financial metrics to monitor abidance by the project budget
COMMUNICATIONS & WORKING RELATIONSHIPS (NOT EXHAUSTIVE)
Internal:
- Frequent interaction with Engineering and Projects/Megaprojects branches within the same business unit
- Frequent interaction with other business units, especially strategic planning & control
External:
- Frequent interaction with the PMC and contractors
FRAMEWORKS, BOUNDARIES, AND DECISION-MAKING AUTHORITY:
- The role holder has direct control over his branch, consisting of 2 sub-branches: planning and project interface
QUALIFICATIONS & EXPERIENCE:
Basic Qualification:
- Bachelor's degree in Engineering
Advanced Qualification:
- Master's degree or PhD in Engineering
- PMP or similar project management-related certification
Minimum Experience:
- A minimum of 8-10 years of experience in a similar role
Specific/ Relevant Experience:
- Experience in PMO with an Engineering firm
