Program Manager - Capital Projects (Infrastructure, Corporate, Commercial)

12-month initial contract - with extensions

Riyadh, KSA

Arabic speakers required

My client, a Big 4, are looking for an experienced Capital Projects Program Manager to lead the successful delivery of major, high-value infrastructure and industrial investment programs.

This role is suited to a senior-level leader with a proven track record managing complex capital projects such as highways, rail networks, public infrastructure, manufacturing plants, and energy facilities.

As Program Manager, you will oversee the end-to-end lifecycle of large-scale capital investments, from feasibility and business case development through design, procurement, construction, commissioning, and handover.

You will provide strategic direction across multiple project streams, ensuring alignment with budget, schedule, governance, and stakeholder expectations.

Key Responsibilities

  • Lead and manage multi-billion-dollar capital project programs
  • Oversee full project lifecycle (feasibility execution delivery closeout)
  • Develop and maintain master schedules, cost controls, and risk frameworks
  • Ensure governance, reporting, and compliance standards are met
  • Manage contractors, consultants, and cross-functional delivery teams
  • Drive procurement strategy and contract management
  • Interface with executive leadership and external stakeholders
  • Mitigate risk and resolve high-impact issues proactively
  • Ensure projects are delivered safely, on time, and within budget

Required Experience & Background

  • 1015+ years experience in capital project delivery
  • Senior Manager / Program-level leadership experience
  • Proven delivery of large-scale infrastructure or industrial projects (e.g., roads, railways, energy plants, factories, public works)
  • Strong commercial acumen and cost control expertise
  • Experience managing EPC / EPCM contractors
  • Deep understanding of capital project governance frameworks
  • Exceptional stakeholder management skills

Preferred Qualifications

  • Degree in Engineering, Construction Management, or related discipline
  • PMP, PgMP, or equivalent certification
  • Experience working with public-sector or regulated infrastructure environments
