Position Objective:
To lead and oversee all project control functions, ensuring effective planning, monitoring, and control of scope, schedule, cost, risk, and quality across all network projects.
The role is accountable for driving performance transparency, financial discipline, risk mitigation, and governance compliance to ensure projects are delivered successfully within approved timelines and budgets while meeting stakeholder expectations and strategic objectives.
Job Description & Responsibilities:
- Establish and maintain comprehensive project control frameworks covering scope, schedule, cost, risk, and quality.
- Coordinate with execution teams to develop integrated project schedules covering site acquisition, design, permitting, procurement, construction, and handover phases.
- Monitor and track project progress against approved baselines and key milestones.
- Ensure adherence to approved project plans, budgets, and timelines.
- Identify schedule variances and cost deviations and recommend corrective actions.
- Monitor project financial performance including budgets, forecasts, cost tracking, and variance analysis.
- Ensure cost control mechanisms are implemented and maintained across all projects.
- Provide detailed financial insights and analysis to senior management to support strategic decision-making.
- Support preparation of business cases, budget revisions, and financial reforecasts where required.
- Identify, assess, and monitor project risks and mitigation plans.
- Conduct site audits, inspections, and compliance reviews to assess project status and quality adherence.
- Support internal and external audits related to project controls and documentation.
- Ensure proper documentation of change requests, approvals, and contractual variations.
- Collaborate closely with Project Managers, Operations, Site Acquisition, Design, and cross-functional teams to ensure alignment and smooth execution.
- Act as the primary project control focal point for internal and external stakeholders.
- Address stakeholder inquiries and concerns in a timely and professional manner.
- Foster strong working relationships with clients, vendors, and contractors to ensure effective collaboration.
- Prepare and distribute regular project status reports including progress updates, milestones achieved, risks, and corrective actions.
- Provide executive dashboards and performance summaries to the Network PMO Director and senior leadership.
- Maintain accurate and auditable project documentation including schedules, financial records, change orders, approvals, and performance reports.
- Ensure project data is properly recorded, archived, and available for future reference.
- Lead and mentor the Project Control Team to ensure high performance and continuous improvement.
- Promote best practices in project governance, reporting, and performance management.
- Enhance the organization's project control maturity within the Network PMO.
Qualifications & Experience:
- Bachelor's or Master's degree in Engineering or a related discipline.
- Minimum 15+ years of total professional experience. At least 5 years in PMO or Project Control Management roles.
- PMP certification or equivalent preferred.
- Proven experience managing large-scale network or infrastructure projects.
- Strong understanding of project management principles, governance frameworks, and lifecycle methodologies.
- Advanced knowledge of project control practices including scheduling, cost control, risk management, and performance tracking.
- Strong financial analysis and forecasting capability.
- Excellent analytical and problem-solving skills.
- High proficiency in MS Office Suite (Excel, PowerPoint, Word, Visio).
- Strong working knowledge of project reporting tools such as Power BI, and other dashboarding platforms.
- Proficiency in project management software (e.g., Primavera, MS Project).
- Strong communication and stakeholder management skills with the ability to present complex data clearly to senior leadership.
