Project Controls Manager Riyadh

Working with a Global PMO Organisation

We are recruiting an experienced Project Controls Manager to join a global programme management organisation supporting a major nationwide sports infrastructure programme in Riyadh. This is a high-profile role within one of the Kingdom's most ambitious development initiatives, delivering world-class facilities and long-term legacy projects.

Key Responsibilities:

  • Lead project controls functions across cost, schedule, risk, and change management for a portfolio of large-scale sports and infrastructure developments.
  • Develop and maintain robust project controls systems, reporting frameworks, and governance processes.
  • Oversee budgeting, cost forecasting, variance analysis, and cost performance monitoring.
  • Manage programme-level planning and scheduling, ensuring alignment across multiple concurrent projects.
  • Prepare executive-level dashboards, reports, and performance insights.
  • Collaborate closely with project managers, consultants, contractors, and senior stakeholders to ensure proactive issue resolution and programme clarity.
  • Support programme assurance, compliance, and continuous improvement initiatives.
  • Mentor junior team members and contribute to capability-building within the PMO.

Requirements:

  • Bachelor's degree in engineering, construction management, project management, or a related discipline.
  • Minimum of 15 years total experience in project controls on major capital or infrastructure programmes, including at least 2 years in a consultancy environment.
  • Strong capability in cost management, planning and scheduling (Primavera P6), risk management, and change control.
  • Proven experience working on multi-stakeholder, large-scale or complex programme environments.
  • Highly analytical with strong data interpretation and reporting skills.
  • Excellent communication and stakeholder management abilities.
  • GCC or Saudi experience preferred but not essential.
