Responsible to plan, organize, coordinate, and manage all engineering activities on a project including inhouse and subcontracted services ensuring timely delivery of all project deliverables supporting procurement and construction activities including follow-on and as-built engineering activities.
Key Responsibilities
Policies, processes & procedures:
- Develops and oversees the implementation of department policies, procedures and controls covering all areas of finance functional activity so that all relevant procedural/legislative requirements are fulfilled while delivering a quality, cost-effective service to customers.
- Maintain compliance with all company policies, procedures, and codes of conduct, including strict adherence to the Zero Tolerance to Alcohol policy at all times.
Budget/Financial
- Prepares and recommends the department budget by preparing analysis and data related to specific elements as directed.
- Monitors the financial performance of the section against budgets so that areas of unsatisfactory performance are identified and rectified promptly and potential performance improvement opportunities are capitalised upon.
Project Specific Responsibility:
Day-to-day operations:
- Overall management and leading multi-discipline Engineering Teams during EPC Tendering and Project Execution.
- Responsible for the technical relationship with the client and Stakeholders, owning the detailed engineering integrated planning and execution to the plan.
- Prepare Project Engineering Execution Plan for EPC Projects in the scope of Hull & Marine.
- Plan multidiscipline engineering deliverables / activities during EPC Tendering and Project Execution.
- Challenge working method and deliverables and ensure that project team knows and complies with project scope.
- Develop and manage the engineering input to the project schedule and drives the engineering team to comply with the requirements, meet milestones and key performance indicators.
- Ensure that requirements for design verification are identified, scheduled, and resourced.
- Understand the project Health, Safety, Environment and Security (HSES) issues and ensures these are handled correctly.
- Identify and monitor risks and where possible implement mitigating actions.
- Develop manhour estimates and execution strategy for various disciplines during tender stage.
- Implement and review the EPC processes for continual improvement.
- Integrate engineering team in detail design work.
- Define and manage the scope of work for engineering consultant companies, perform technical reviews of proposal and provide recommendations.
- Experience with procurement process and integration of vendor information in design documents.
- Manage the design team, procurement engineer and coordinate with commercial estimator to work out optimized technical solution and cost.
- Define and manage the scope of work for EPC contractor engineering team.
- Perform constructability review during design phase.
- Manage changes from clients / vendors and engineering company.
- Review contracts and define Scope of work.
- Ensuring jobs undertaken by the Team are accomplished in a professional manner and with emphasis on safety, quality, environment & cost effective.
- Ensure the project Quality Management System supports deliverables preparation and method of execution.
- Generate and authorize key documents including those directing engineering strategy and implementation.
- Ensure instructions are issued to allow work to progress and facilitate agreement between conflicting requirements and leads way forward.

- Ensuring suitable resources are available to achieve satisfactory OHS compliance of all work within their responsibility
- Ensuring that there is a documented Risk Management process for all work within their responsibility
- Driving continuous Safety improvement through setting, monitoring and reporting on safety performance against objectives within their department
- Ensuring identified corrective actions assigned to their department are closed out by agreed due dates

- Supervises the activities and work of subordinates by providing formal and informal feedback to ensure that all work within a specific area is carried out in an efficient manner and in accordance with set individual targets.

Key Competencies
- Must be fluent in English.
- Very good knowledge in technical terms and report writing skills.

Technical competencies:
- Well versed with EPC project work sequence, activities, and deliverables for engineering disciplines at any project phase with knowledge and understanding of a contract condition.
- In-depth knowledge of offshore engineering design for fixed and floating structures.
- Knowledge of applicable class rules and regulatory compliance activities.
- Knowledge and experience in FPSO projects, Marine systems and Naval Architecture.
- Strong background with resolution of technical issues during project planning and execution phases.

Education
Bachelor of Engineering Degree in Engineering or Master in Engineering
Experience
10-15 years working experience on Major EPC Project, min two (2) major projects in a lead position
