Job Title: Project Manager Data Management
Job Summary
We are seeking a highly skilled
Project Manager to lead and oversee data management initiatives across
Dubai Government entities. This role will focus on coordinating and managing data-related projects, ensuring compliance with government regulations, and driving collaboration between various departments and agencies. The ideal candidate will have extensive experience in data governance, data quality, and project management, with a strong ability to engage stakeholders at all levels.
Key Responsibilities
Project Planning & Execution:
- Lead and manage cross-government data management projects, ensuring seamless coordination between Dubai Government entities.
- Develop and execute project plans, including defining scope, setting timelines, and delivering high-quality outcomes.
- Monitor project progress, manage risks, and implement mitigation strategies to ensure project success.
- Ensure compliance with Dubai Government data policies, security standards, and regulatory requirements.
Stakeholder Engagement & Collaboration
- Act as the primary liaison between Dubai Government entities, ensuring alignment on data governance and management initiatives.
- Work closely with government agencies, regulatory bodies, and IT departments to facilitate smooth data-sharing and integration.
- Conduct workshops, meetings, and training sessions to align stakeholders on data management best practices.
- Develop strong relationships with internal and external partners to enhance data coordination and governance.
Data Governance & Compliance
- Ensure adherence to Dubai Government's data governance frameworks, policies, and security regulations.
- Implement and oversee data quality initiatives, ensuring accuracy, consistency, and integrity of government data.
- Collaborate with compliance and legal teams to meet regulatory requirements, including Dubai Data Law and UAE data protection standards.
Technology & Process Improvement
- Lead the implementation of integration solutions in coordination with government IT teams.
- Identify opportunities to enhance data management processes, tools, and technology infrastructure across government entities.
- Support the adoption of metadata management, data lineage tracking, and master data management (MDM) frameworks.
Risk Management & Performance Monitoring
- Identify potential risks and challenges related to data management across government entities.
- Define and track key performance indicators (KPIs) to evaluate the success and impact of data projects.
- Implement continuous improvement initiatives to enhance data efficiency, security, and usability.
Qualifications & Experience
- Education: Bachelor's or Master's degree in Computer Science, Data Management, Information Systems, Business Administration, or a related field.
- Experience:
- 7+ years of project management experience, with a focus on data management, governance, and analytics projects.
- Proven experience working with Dubai Government entities on data-related projects.
- Strong expertise in data governance, data sharing frameworks, and compliance with Dubai data regulations.
- Technical & Business Expertise:
- In-depth knowledge of Dubai Government data policies, open data initiatives, and security standards.
- Familiarity with data management tools (e.g., Informatica, Collibra, Talend, Snowflake, SQL, Power BI).
- Knowledge of cloud platforms (AWS, Azure, Google Cloud) and their role in government data initiatives.
- Project Management Skills:
- Expertise in Agile, Scrum, and Waterfall project management methodologies.
- Strong analytical, problem-solving, and decision-making abilities.
- Excellent communication and stakeholder engagement skills, particularly with government officials and regulatory bodies.
- Certifications (Preferred):
- PMP, PRINCE2, Certified Scrum Master (CSM), or SAFe Agile.
- Data Governance or Management certifications (DAMA, CDMP).
