Job Description

Expertise France is the French public agency responsible for designing and implementing international technical cooperation projects. Its work is structured around four main priorities:

  • Democratic, economic and financial governance
  • Peace, stability and security
  • Climate, agriculture and sustainable development
  • Health and human development

The agency implements capacity-building initiatives and manages projects by mobilising public and private expertise. The position is based in Cairo, Egypt, with regular travel to Minya, Kafr El Sheikh and Aswan.

Position and reporting lines

The Project Manager reports to the Head of the Human Resources in Health, Hospital and Health Security Unit (HRS) within the Health Department of Expertise France.

He works in functional coordination with a Project Officer and Project Assistant based at headquarters and directly supervises:

  • An Administrative and Financial Manager
  • A Monitoring and Evaluation Officer
  • An Expertise Team Leader (Cairo)
  • Three Project Coordinators (governorates)

The Project Manager collaborates with Egyptian authorities, the France Team (Expertise France, AFD, French Embassy), the EU Delegation, and other technical and financial partners.

Main responsibilities

1. Operational, strategic and technical project management

  • Ensure project implementation in compliance with contractual, technical, budgetary and legal requirements
  • Operationalise project strategy defined by the Steering Committee
  • Mobilise and supervise short- and long-term expertise and validate technical deliverables
  • Coordinate planning and implementation with national authorities, partners and experts
  • Identify and support project partners
  • Monitor risks and report contextual constraints affecting implementation

2. Institutional relations, partnerships and governance

  • Represent the project and maintain regular communication with stakeholders
  • Coordinate with the France Team and donors to explore funding opportunities
  • Manage relations with national and local authorities
  • Coordinate with technical and financial partners to create synergies
  • Ensure sound project governance and co-chair steering and technical committees
  • Organise missions and contribute to partner network development

3. Administrative and financial management

  • Ensure operational setup and required authorisations
  • Align budget planning with operational planning
  • Monitor budget execution, forecasts and procurement planning
  • Ensure timely internal and donor financial reporting
  • Ensure compliance with donor and Expertise France procedures

4. Monitoring, evaluation and capitalisation

  • Establish and supervise the monitoring and evaluation framework
  • Ensure data analysis and integration of gender considerations
  • Prepare narrative and financial reports for donors
  • Coordinate internal reporting and reviews
  • Supervise communication activities
  • Contribute to documentation and dissemination of best practices

5. Team management and expertise supervision

  • Participate in recruitment of project staff
  • Manage and coordinate project team members
  • Foster teamwork and information flow through regular meetings
  • Contribute to terms of reference for experts
  • Supervise experts missions and validate key deliverables

6. Security

  • Ensure dissemination and compliance with security rules
  • Identify and report security needs
  • Contribute to asset and personnel security management

Project context

Health sector and reform in Egypt

Egypt is implementing the Universal Health Insurance System (UHIS). Phase 1 covers six governorates and 5.1 million people. Phase 2 (2026) will expand to Minya, Kafr El Sheikh, Matrouh, North Sinai and Damietta.

Primary Health Care Centers (PHCCs) are central to the reform but face major challenges, including outdated infrastructure, weak governance, staff shortages, limited digitalisation and low public trust, particularly in vulnerable areas.

Project description

Overall objective

Improve the quality of primary healthcare services in vulnerable areas of Egypt, with a focus on women, children, migrants and refugees.

The project is expected to be funded by the European Union, with AFD managing infrastructure components and Expertise France leading technical assistance.

Specific Objective 1: Resilient and energy-efficient infrastructure

  • Rehabilitate and equip PHCCs in line with national health and climate strategies

Expected results:

  • Needs and gaps identified
  • 35 PHCCs rehabilitated to climate resilience, energy efficiency and quality standards
  • At least 30% improvement in energy performance (PEEB Med synergy)

Specific Objective 2: Improved primary healthcare services

  • Strengthen local health governance
  • Improve access, quality and inclusiveness of services
  • Enhance services for migrants and refugees in Aswan

Expected results:

  • Strengthened governance and UHIS coordination
  • Improved service availability and quality
  • Increased demand for women's and family health services

Specific Objective 3: Human resources for health

  • Strengthen HRH planning, skills, retention and leadership
  • Modernise nursing and midwifery education through curricula reform, simulation labs and European partnerships

Expected results:

  • Improved frontline workforce and gender-sensitive services
  • Strengthened local governance and community actors
  • Reinforced nursing and midwifery training institutions

Required profile

Qualifications and skills

  • Master's degree in a relevant field
  • Strong expertise in health systems governance and project management
  • Experience in team coordination and partnership management
  • Knowledge of the Egyptian health system
  • Strong communication and reporting skills
  • Fluency in Egyptian Arabic and English

Professional experience

  • Minimum 10 years in international health project management
  • Experience in health governance (quality/accreditation an asset)
  • At least 5 years of team management experience

Professional qualities

  • Strong coordination and organisational skills
  • Autonomy, adaptability and decision-making capacity
  • Diplomatic and analytical skills
