Job Overview:
The Government Relations & Licensing Specialist (PRO) will lead end-to-end licensing, permit applications, regulatory compliance, and government liaison activities across the UAE. This role is primarily responsible for helping our clients efficiently and compliantly obtain, activate, and renew all types of trade licenses, permits, regulatory approvals, visas, and NOCs, ensuring their businesses launch and operate legally and smoothly in UAE.
This role requires deep expertise across Dubai Mainland, UAE Free Zones, labour and immigration regulations, and multiple government authorities. This is a client-facing advisory role requiring excellent stakeholder management, strong government relationships, and exceptional knowledge of UAE licensing frameworks.
KEY RESPONSIBILITIES:
1. End-to-End License & Permit Management
- Manage the full lifecycle of client licenses: application, activation, amendment, and renewal for all business types
- Navigate and manage licensing processes across:
- Dubai Department of Economic Development (DED) — Trade & Commercial Licenses
- Dubai Municipality (DM) — Municipal approvals, building permits, health & safety
- Dubai Land Department (DLD) — Real estate & property-related licenses
- General Directorate of Residency and Foreigners Affairs (GDRFA) — Visa & immigration
- Ministry of Human Resources & Emiratisation (MOHRE) — Labour permits & quotas
- Dubai Chamber of Commerce — Membership & commercial registration
- Specialized regulatory bodies — DHA (healthcare), KHDA (education), DTCM (tourism), etc.
- All major UAE Free Zones (DMCC, IFZA, Meydan, DDA, DIC, DIFC, RAKEZ, SHAMS, JAFZA, etc.)
- Manage all regulatory permits and government approvals required for business operations
- Prepare and submit all required documentation with precision, ensuring full compliance with each authority's latest requirements
- Track application progress proactively and coordinate directly with government authorities to resolve application issues, additional documentation requests, inspections, and approval delays.
2.MOHRE Labour, Immigration & Workforce Compliance
- Manage the complete workforce lifecycle across MOHRE, GDRFA, ICP, and AMER, covering work permits, labour contracts, profession amendments, labour quotas, establishment cards, and all employment- and residency-related visa services.
- Lead end-to-end immigration operations for employment, investor, partner, dependent, Golden, mission, and freelancer visas, ensuring full compliance from application through visa issuance, renewal, amendment, and cancellation.
- Resolve complex labour and immigration matters, including WPS compliance, labour disputes, inspections, fines, company classification, quota management, and escalated government cases.
- Ensure ongoing compliance with UAE labour and immigration regulations through proactive monitoring of visa validity, grace periods, sponsorship eligibility, audit readiness, and regulatory updates.
- Liaise closely with MOHRE, GDRFA, ICP, AMER, and other government authorities to expedite approvals, resolve regulatory issues, and ensure seamless workforce mobility and compliance.
3.Government Relations & Stakeholder Management
- Build and maintain strong working relationships with key officials across Dubai government departments
- Represent the company in all government communications, negotiations, and follow-ups to resolve licensing bottlenecks
- Stay ahead of policy changes, regulatory updates, and new licensing procedures; assess impact on clients and advise accordingly
- Leverage existing government networks to expedite approvals and minimize processing delays
4. Client Advisory & Project Delivery
- Act as the primary bridge between clients and government authorities, providing expert guidance on licensing strategy
- Develop tailored licensing roadmaps and timelines aligned with each client's business launch schedule
- Ensure 100% on-time license activation to prevent any business interruption or operational delay
- Maintain comprehensive client license portfolios with proactive renewal planning
5. Compliance Monitoring & Risk Management
- Continuously monitor changes in UAE federal and Dubai local regulations affecting business licensing
- Identify compliance risks early and escalate to management and clients with mitigation strategies
- Support clients during government inspections, compliance audits, and corrective actions
- Ensure timely payment of all government fees (license fees, visa costs, insurance, fines, etc.)
6. Internal Collaboration & Knowledge Management
- Work closely with internal project teams, legal, and operations to ensure seamless information flow
- Build and maintain centralized databases for licensing requirements, templates, government procedures, and renewal schedules.and tracking systems
- Provide regular status reports to management on pipeline, approvals, and key milestones
- Develop and continuously improve SOPs for all PRO and Government Relations workflows; mentor and train junior team members to elevate overall team capability
REQUIREMENTS
Essential Experience
- Minimum 5 years of direct experience working within Dubai Municipality, DED, or other Dubai government entities, OR as a senior PRO handling Dubai licensing matters
- Deep, hands-on knowledge of licensing procedures across multiple industries, including but not limited to:
- General Trading & Commercial Licenses
- Food & Beverage / Restaurant Permits (DM Food Safety, DED)
- Construction & Engineering Contractor Licenses
- Healthcare & Pharmaceutical Permits (DHA, MOHAP)
- Education & Training Institution Licensing (KHDA)
- Tourism & Hospitality Licensing (DTCM)
- Professional Services & Consultancy Licenses
- Free Zone Company Formation (JAFZA, DMCC, DIFC, DSO, etc.)
- Proven track record of successfully handling complex, high-volume licensing cases with fast turnaround
Core Competencies
- Fluency in Arabic and English (spoken and written) — mandatory for government communication and document preparation

Preferred Qualifications
- Prior employment within Dubai Municipality (DM) or DED — highly preferred
- Valid UAE driving license
- Familiarity with Dubai Free Zone regulations and setup procedures
- Multi-industry licensing experience with ability to adapt quickly to diverse client needs
- Bachelor's degree in Business Administration, Law, Public Administration, or related field
- Deep knowledge of labour laws, MOHRE policies, visa classifications, profession restrictions, and compliance risk logic.
