Job Description

Job Title: QA/QC Electrical Engineer

Location: Riyadh, Saudi Arabia

Company: Horizons Contracting Company (HCC)

Role Overview:

We are seeking a highly qualified QA/QC Electrical Engineer to ensure that all electrical and low current systems and equipment are installed and maintained in accordance with project specifications, engineering standards, and applicable codes. The role is both preventive and corrective, ensuring compliance and quality at all stages of construction and commissioning. This position plays a critical role in maintaining the highest standards of electrical system installation, testing, and handover across large-scale building and industrial MEP projects.

Key Responsibilities:

Quality Planning & Method Statements

  • Develop Inspection and Test Plans (ITPs) and Method Statements for MV/LV systems, distribution boards, switchgear, transformers, generators, UPS, earthing/LPS, and LC systems.
  • Review IFC/shop drawings, material submittals, and vendor data for compliance with SBC, IEC/IEEE, NFPA, and SEC/utility standards.
  • Ensure compliance with drawings/ITPs and coordinate with consultants for hold/witness points and WIR closures.

Inspections & Testing

  • Conduct inspections and testing including continuity/IR, primary/secondary injection, functional checks, LPS testing, illumination levels, electrical systems, and low current systems.
  • Witness FAT/SAT for transformers, switchgear, and critical electrical equipment; validate test certificates and calibration.
  • Perform hands-on testing/commissioning and prepare handover documentation with FAT/SAT experience.

Documentation & Reporting

  • Maintain QA records, logs (MIR/WIR), and inspection reports aligned to handover/commissioning requirements.
  • Manage MIR/WIR, punch lists, and closeout documentation for commissioning and handover.
  • Keep detailed inspection reports, WIR/MIR logs, and redlines for as-built updates.

Coordination & Interface Management

  • Coordinate with Civil/Mechanical teams for interfaces including openings, supports, and sleeves, and with vendors for deliveries and punch-list closure.
  • Mentor junior engineers and inspectors on quality standards and inspection procedures.
  • Fluent in ITP development, NCR/CAR handling, and coordination with consultants.

Qualifications:

  • Bachelor's degree in Electrical Engineering (mandatory).
  • Fluency in English (written and spoken) is mandatory.
  • Minimum 7–10 years of QA/QC experience on large building/industrial MEP projects.
  • Active membership with the Saudi Council of Engineers (SCE).
  • Strong knowledge of MV/LV, ELV distribution, protection & control, earthing/LPS, and emergency power systems, LC systems.
  • Working knowledge of IEC/IEEE, NEC, NFPA 70/72/101, and SBC electrical requirements.
