Job Description

Role Purpose

The Quality Control Manager is responsible for establishing, implementing, and maintaining the Project Quality Management System (QMS) in full compliance with the EPC Contract, Owner's Technical Specifications (OTS), and applicable international standards (ISO 9001, ASME, API, ASTM, etc.).

The role ensures that all construction, installation, and commissioning activities meet contractual quality requirements and regulatory standards throughout the project lifecycle.

Key Responsibilities

Quality Planning & Documentation

  • Develop, implement, and maintain the Project Quality Plan (PQP) in alignment with EPC and OTS requirements.
  • Review and approve Inspection & Test Plans (ITPs), Method Statements, and Quality Procedures submitted by subcontractors.

Inspection & Compliance

  • Supervise and coordinate inspections across civil, mechanical, electrical, and process works, including:
  • RO systems
  • Piping and tanks
  • Structural and equipment installations
  • Ensure compliance with Saudi Water Authority (SWA) requirements and Owner specifications.

Material & Equipment Verification

  • Review and validate material certificates, vendor documentation, and compliance with approved technical specifications.
  • Ensure quality control for:
  • GRP piping systems
  • Super Duplex piping
  • Welding of various stainless steel materials
  • GRP laminations (design review and application control)

Non-Conformance & Corrective Actions

  • Manage NCRs, CARs, and corrective/preventive action processes.
  • Ensure timely closure of quality issues in coordination with contractors and stakeholders.

Coordination & Interface Management

  • Liaise with EPC contractors, JV partners, Owner's Engineer, and third-party inspectors to resolve quality matters.

Reporting & Audits

  • Prepare and submit weekly and monthly quality reports.
  • Maintain complete QA/QC documentation and records for internal and external audits.

Commissioning Support

  • Ensure quality compliance during pre-commissioning and commissioning activities.
  • Support final inspections, handover, and project close-out processes.

Qualifications & Experience

  • Bachelor's degree in Engineering (Civil, Mechanical, or Electrical).
  • Minimum 10 years of QA/QC experience, including at least 5 years in large-scale SWRO desalination projects.
  • Strong experience working within EPC project environments.
  • Proven knowledge of OTS compliance and international codes and standards.

Certifications & Skills

  • ISO 9001 Lead Auditor certification (mandatory or highly preferred).
  • Familiarity with ASME, API, ASTM, and relevant international standards.
  • Excellent communication, coordination, and leadership skills.
  • Strong reporting and documentation capabilities.
