Job Purpose
The QHSE Officer is responsible for maintaining full compliance with Quality, Health, Safety, and Environmental (QHSE) regulations across projects and sites. The role ensures safe working conditions, zero-accident objectives, and effective implementation of quality and HSE systems to prevent losses and achieve successful project outcomes.
Key Responsibilities
Quality Management
- Prepare Inspection Test Plans (ITP) and Project Quality Plans (PQP).
- Develop method statements and work procedures.
- Conduct project inspections and ensure compliance with quality standards.
- Prepare and maintain QC dossiers and QA/QC documentation.
Health, Safety & Environment
- Identify hazardous and unsafe conditions and implement corrective measures.
- Ensure preparation and implementation of Site Safety and Health Plans.
- Enforce safety rules, correct unsafe acts, and exercise emergency authority when required.
- Investigate incidents and ensure corrective actions and safety messages are implemented.
- Ensure proper use of PPE at site.
- Conduct regular site safety inspections, safety awareness sessions, and toolbox talks.
- Ensure compliance with quality, customer service, and HSE standards.
HSE Audits & Reporting
- Conduct safety orientation programs for company employees.
- Prepare and submit weekly and monthly HSE statistics as per client requirements.
- Attend scheduled HSE management meetings.
Risk Control & Continuous Improvement
- Train employees on job-related hazards and control measures.
- Ensure zero-accident working sites.
- Close observations, SORs, NCRs, and near-miss reports raised by clients in a timely manner.
Qualifications & Experience
- Degree or Diploma in a technical discipline.
- Minimum 5 years of experience in occupational health and safety, preferably in Oil & Gas, Petrochemical, or industrial projects.
- Strong knowledge of hazard identification and control measures.
Technical Skills
- Preparation of ITP, PQP, quality dossiers, and QA/QC documentation.
- Knowledge of industry quality and HSE standards.
- Risk Assessment, JSA/JHA studies, and HSE auditing.
- Incident investigation and closure of NCRs, SORs, observations, and near misses.
- Preparation and submission of HSE reports and statistics.
