About this role:

Cost Management Expert

Oversees all financial aspects of construction projects, ensuring they are completed within budget while meeting quality standards.

Contract Manager

Manages contracts with clients, contractors, and suppliers to ensure fair and legally sound agreements.

Advisor and Consultant

Provides expert advice on cost optimization, risk management, and resource allocation throughout the project lifecycle.

Project Collaborator

Works closely with architects, engineers, contractors, and project managers to align financial planning with project goals.

Cost Estimation and Budgeting

Prepare detailed cost estimates for construction projects during the planning stage.

Develop and manage budgets, ensuring they align with project requirements.

Monitor and control expenditures throughout the project to avoid budget overruns.

Tendering and Procurement

Prepare tender documents, including bills of quantities, specifications, and schedules.

Evaluate contractor and supplier bids to recommend the most cost-effective options.

Negotiate terms and contracts to ensure the best value for money.

Contract Management

Administer contracts to ensure compliance with agreed terms, timelines, and costs.

Resolve contractual disputes and manage variations or changes to project scope.

Maintain records of contracts, agreements, and correspondence.

Cost Monitoring and Reporting

Track and report on project costs, providing regular updates to stakeholders.

Conduct value engineering to identify and implement cost-saving opportunities.

Prepare interim valuations, final accounts, and financial statements for projects.

Risk Management

Assess and mitigate financial risks associated with construction projects.

Evaluate potential cost implications of design changes, delays, and unforeseen issues.

Compliance and Standards

Ensure that all costs and contracts comply with legal, regulatory, and organizational standards.

Stay updated on industry trends, regulations, and advancements in construction technologies.

Collaboration and Communication

Act as a liaison between clients, contractors, and other project stakeholders.

Provide expert advice on financial and contractual matters during meetings and negotiations.

Ensure clear communication of financial decisions and their implications to all parties.

Pre-Construction Duties

Conduct feasibility studies to assess the viability of proposed projects.

Collaborate with architects and designers to ensure designs are cost-effective.

Prepare detailed project cost breakdowns and projections.

Construction Phase Duties

Conduct on-site visits to monitor project progress and ensure adherence to budgets.

Evaluate contractor performance and manage payments based on progress milestones.

Handle variations and change orders efficiently to minimize disruptions.

Post-Construction Duties

Prepare and finalize project accounts, ensuring all costs are reconciled.

Evaluate project outcomes and provide post-completion financial reviews.

Offer recommendations for future projects based on lessons learned.

Training and Development

Mentor junior quantity surveyors and support their professional growth.

Share knowledge of best practices, emerging trends, and technological tools in cost management.

Occupational and workplace Health and Safety responsibilities:

In addition to all job specific responsibilities, all employees are required to adhere to all Khidmah health, safety and environmental (HSE) policies, procedures, practices, and relevant legal and statutory health, safety and environmental requirements and obligations. All employees are personally responsible to familiarize themselves with these policies, procedures, practices, updates, etc. Khidmah HSE department regularly updates existing and introduce new policies, procedures and practices and each employee is personally responsible to ensure they stay updated and compliant with all such updates and new additions.

Information Security responsibilities:

  • Comply with Khidmah Information Security Policies
  • Be aware of and fulfil their information security responsibilities
  • Ensure whoever handles sensitive company information have taken the Security Awareness Training
  • Know how to report a security incident (to IT ServiceDesk or InfoSec).
  • Not Disable his/her OS firewall and/or Antivirus
  • Restrict use to authorized purposes, Protect access accounts, privileges and associated passwords.
  • Accept accountability of his/her individual user accounts, and maintain confidentiality

Qualifications:

  • Bachelor's Degree (Required) in one of the following disciplines:
  • Quantity Surveying
  • Construction Management
  • Civil Engineering
  • 3 to 5 years experince
  • Proven track record in cost estimation, tendering, and contract administration for medium-sized projects.
  • Hands-on experience with cost management tools such as CostX, Candy, or similar software
  • Expertise in preparing detailed cost estimates and budgets for construction projects.
  • Ability to perform accurate measurements and valuations for materials, labor, and overheads.
  • In-depth understanding of contract forms like FIDIC, NEC, or JCT.
  • Proficiency in drafting, negotiating, and administering construction contracts.
  • Experience with industry-standard software such as:
  • CostX, Candy, or PlanSwift for cost estimation.
  • AutoCAD or Revit for design analysis.
  • Building Information Modeling (BIM) tools for cost integration.
  • Ability to identify, assess, and mitigate financial and project-related risks.
  • Familiarity with construction laws, building codes, and safety regulations.
  • Ability to ensure compliance with legal and industry standards.
  • Strong analytical and mathematical skills to assess costs and project feasibilities.
  • Accuracy in measurements, estimations, and contract reviews to prevent errors.
  • Quick decision-making to address financial discrepancies, project delays, or resource shortages.
  • Expertise in optimizing resources without compromising quality or scope.
  • Ability to negotiate favorable terms with contractors, suppliers, and clients.
  • Clear and professional communication with clients, contractors, and stakeholders.
  • Ability to explain complex financial details in simple terms.
  • Effective teamwork with architects, engineers, and project managers to align project objectives.
  • Prioritizing tasks and meeting deadlines in a fast-paced construction environment.
  • Mentoring junior Quantity Surveyors and leading cost control initiatives on large projects.
  • Flexibility to work on diverse projects and adapt to changing project scopes.
  • Upholding ethical standards in financial reporting and contract management.
  • Staying updated on new technologies, methodologies, and industry trends.
