Job Description

We are seeking an experienced MEP Quantity Surveyor in Rwanda to join our commercial team supporting a landmark airport development project. The successful candidate will manage the full commercial lifecycle of Mechanical, Electrical, and Public Health (MEP) packages — from pre-contract cost planning through to final account settlement. Candidates with prior airport or aviation sector experience are strongly preferred.

Responsibilities:

  • Administer MEP subcontracts and manage the commercial relationship with specialist subcontractors
  • Assess and certify interim payment applications and track cash flow
  • Manage the variation process end-to-end: identification, valuation, negotiation, and agreement
  • Prepare and maintain cost reports, forecasts, and cost-to-complete (CTC) schedules
  • Support the preparation and submission of extension of time (EOT) and loss & expense claims
  • Attend progress and commercial meetings, producing accurate minutes and action logs
  • Ensure compliance with contract terms, project governance, and client reporting requirements
  • Carry out value engineering exercises with design and engineering teams
  • Assist in the preparation and negotiation of the final account

Experience:

  • Bachelor's degree in Quantity Surveying, Electrical/Mechanical Engineering, or related discipline
  • Minimum 7 years of QS experience with a strong MEP focus
  • Demonstrable post-contract commercial management experience on MEP packages
  • Proficiency in BoQ preparation, measurement, and valuation of M&E works
  • Working knowledge of NEC3/NEC4 and/or FIDIC contract suites
  • Strong command of MS Excel, CostX, or equivalent cost management software
