We are seeking an experienced MEP Quantity Surveyor in Rwanda to join our commercial team supporting a landmark airport development project. The successful candidate will manage the full commercial lifecycle of Mechanical, Electrical, and Public Health (MEP) packages — from pre-contract cost planning through to final account settlement. Candidates with prior airport or aviation sector experience are strongly preferred.
Responsibilities:
- Administer MEP subcontracts and manage the commercial relationship with specialist subcontractors
- Assess and certify interim payment applications and track cash flow
- Manage the variation process end-to-end: identification, valuation, negotiation, and agreement
- Prepare and maintain cost reports, forecasts, and cost-to-complete (CTC) schedules
- Support the preparation and submission of extension of time (EOT) and loss & expense claims
- Attend progress and commercial meetings, producing accurate minutes and action logs
- Ensure compliance with contract terms, project governance, and client reporting requirements
- Carry out value engineering exercises with design and engineering teams
- Assist in the preparation and negotiation of the final account
Experience:
- Bachelor's degree in Quantity Surveying, Electrical/Mechanical Engineering, or related discipline
- Minimum 7 years of QS experience with a strong MEP focus
- Demonstrable post-contract commercial management experience on MEP packages
- Proficiency in BoQ preparation, measurement, and valuation of M&E works
- Working knowledge of NEC3/NEC4 and/or FIDIC contract suites
- Strong command of MS Excel, CostX, or equivalent cost management software
