Job Purpose
To manage all cost and commercial aspects during the pre-contract stage of projects, ensuring accurate budgeting, tendering, and value engineering to support successful project award.
Key Responsibilities
- Prepare cost estimates, budgets, and feasibility studies from concept to tender stage
- Conduct quantity take-offs from drawings, BOQs, and specifications
- Prepare, review, and analyze Bills of Quantities (BOQs)
- Manage the tendering process, including issuing tenders and evaluating bids
- Perform tender analysis and comparisons, and prepare tender reports
- Support value engineering and cost optimization initiatives
- Liaise with design teams, consultants, and contractors to clarify scope and pricing
- Prepare pre-contract cost plans and cash flow forecasts
- Assist in contract strategy selection and procurement planning
- Identify and assess commercial risks and opportunities
- Ensure compliance with company procedures and industry standards
Required Skills & Qualifications
- Bachelor's degree in Quantity Surveying / Civil Engineering or related field
- Proven experience in pre-contract QS roles (typically 38 years)
- Strong knowledge of measurement methods and contracts (FIDIC, NEC, etc.)
- Proficient in Excel, CostX, PlanSwift, or similar QS software
- Ability to read and interpret construction drawings and specifications
- Strong analytical, negotiation, and communication skills
Preferred Experience
- Experience in commercial, residential, infrastructure, or mixed-use projects
- Familiarity with local market rates and procurement practices
- Experience working with consultancies or main contractors
