Job Purpose
The Real Estate Development Engineer will lead the end-to-end lifecycle of residential and commercial projects. This role requires a strategic technical mind capable of identifying high-potential land, overseeing complex design and permitting phases, managing on-site construction to international standards, and supporting the sales team to ensure unit off-take in alignment with Saudi Vision 2030 goals.
Key Responsibilities
1. Land Identification & Feasibility
- Conduct technical due diligence on potential land acquisitions, including topography, soil analysis, and infrastructure accessibility.
- Collaborate with the investment team to perform Highest and Best Use (HBU) studies.
- Evaluate zoning regulations and White Land Tax implications for prospective sites.
2. Design & Engineering Development
- Manage the development of architectural and MEP drawings, ensuring compliance with the Saudi Building Code (SBC).
- Coordinate with consultants to integrate Smart City features and sustainability standards (e.g., Mostadam or LEED).
- Obtain all necessary technical approvals and building permits via the Balady platform.
3. Execution & Project Management
- Oversee the construction phase, ensuring contractors adhere to approved shop drawings, timelines, and HSE standards.
- Manage the project budget, reviewing Variation Orders (VOs) and progress payments.
- Liaise with the Saudi Council of Engineers (SCE) and local municipalities for site inspections and quality audits.
4. Licensing, Sales & Handover
- Lead the technical requirements for WAFI (Off-plan Sales and Rent Program) certification to enable early unit sales.
- Support the sales and marketing teams by translating technical specs into buyer-friendly value propositions.
- Manage the unit sorting process (Farz) and final handover to owners/Asset Management.
Required Qualifications & Skills
- Education: Bachelor's Degree in Civil Engineering, Architectural Engineering, or Construction Management.
- Certification: Must be a registered member of the Saudi Council of Engineers (SCE).
- Market Knowledge: Deep understanding of the KSA real estate regulatory environment (REGA, MOMRAH, and Wafi).
- 8-12 years of experience in Saudi market
- Technical Tools: Proficiency in AutoCAD, Revit (BIM), Primavera P6, and Microsoft Project.
- Language: Fluency in English is required; Arabic is highly preferred for dealing with government authorities.
