The Talent Acquisition Section Head will lead and optimize the end-to-end recruitment function, ensuring alignment with business objectives across the GCC region, with a strong focus on the Kingdom of Saudi Arabia (KSA). This role is responsible for driving strategic hiring initiatives, enhancing recruitment processes, and building high-performing teams while ensuring compliance with regional labor laws and market practices.
Key Accountabilities:
- Review, analyze, and continuously improve recruitment processes, policies, and procedures to ensure efficiency and scalability.
- Develop and execute strategic hiring plans aligned with organizational growth across GCC markets, particularly KSA.
- Lead workforce planning initiatives in collaboration with business leaders.
- Manage, mentor, and develop the talent acquisition team, ensuring clear career progression and capability building.
- Conduct quarterly performance reviews and set measurable KPIs for recruiters and TA specialists.
- Foster a high-performance, collaborative team culture.
- Oversee the implementation and optimization of ATS, CRM, and other recruitment technologies.
- Manage the recruitment budget, Workforce planning, and ensure cost efficiency and ROI optimization.
- Prepare and present financial forecasts and recruitment performance reports to senior management.
- Partner with department heads to address hiring challenges, workforce gaps, and retention concerns.
- Provide strategic insights on talent market trends, especially within GCC and KSA.
- Enhance hiring manager experience and ensure alignment with business needs.
- Ensure effective onboarding practices to enhance new hire engagement and retention.
- Stay up to date with recruitment trends, labor laws, and Saudization requirements in KSA.
Job Requirements:
- Bachelor's degree in Human Resources, Business Administration, or a related field.
- Minimum of 8+ years of experience in HR, with a strong focus on Talent Acquisition.
- At least 23 years of proven leadership experience managing recruitment teams.
- Hands-on regional experience within GCC markets, with strong exposure to KSA hiring practices and labor regulations (including Saudization).
- Strong understanding of regional talent markets, sourcing channels, and cultural dynamics.
- Excellent communication, stakeholder management, and influencing skills.
- Strong analytical, problem-solving, and decision-making capabilities.
- Proficiency in ATS, CRM systems, and recruitment analytics tools.
- High attention to detail with the ability to manage multiple priorities in a fast-paced environment.
- Advanced proficiency in English is required.
