We are seeking an experienced Resident Engineer (Electrical) to lead the supervision of a construction project located to the east of Riyadh. In this senior sitebased role, you will direct the supervision team, oversee all construction activities, and ensure the contractor's full adherence to project specifications, technical drawings, quality requirements, safety standards, and contractual obligations.

You will play a pivotal role in driving the project's successful delivery, ensuring alignment with international best practices, Saudi regulatory requirements, and client expectations, while maintaining rigorous control over safety, quality, and schedule throughout execution.

Responsibilities

Project Supervision & Site Management

  • Serve as the primary on-site representative of the Supervision Consultant.
  • Manage and lead the site supervision team, including discipline engineers and inspectors. Monitor contractor performance to ensure compliance with approved drawings, technical specifications, and contract requirements.
  • Ensure construction works are executed in accordance with the approved project schedule and quality standards.
  • Coordinate between the client and contractor to resolve technical and construction issues.

Technical Oversight

  • Supervise construction works covering: Civil and structural works, Architectural works, Mechanical systems, Electrical systems, ELV and ICT infrastructure, Mission-critical data center systems.
  • Ensure installation and integration of key data center infrastructure such as: UPS systems, Backup generators, Power distribution systems, Precision cooling systems, Fire detection and suppression systems, Security and access control systems, Review and approve contractor shop drawings, method statements, and material submissions.

Quality Assurance & Control

  • Ensure the contractor implements the approved Quality Management System.
  • Conduct regular site inspections and audits to verify compliance with specifications and standards.
  • Review and approve inspection requests, test reports, and quality documentation.
  • Monitor testing and commissioning procedures for all mission-critical systems.

Health, Safety & Environmental Compliance

  • Ensure strict compliance with project HSE policies and Saudi regulatory requirements.
  • Monitor Contractor safety performance and enforce corrective actions where necessary.
  • Participate in safety meetings, inspections, and incident investigations.
  • Contract Administration
  • Assist the PMC in the administration of the construction contract by reviewing Contractor progress reports, payment applications, variation orders and claims and providing technical recommendations.

Progress Monitoring & Reporting

  • Monitor Contractor progress against the approved project schedule.
  • Conduct weekly and monthly progress reviews.
  • Prepare or review project reports highlighting: Construction progress, Quality issues, Safety performance, Risks and mitigation actions.

Commissioning & Handover

  • Oversee testing and commissioning activities for all building and mission-critical systems.
  • Ensure successful completion of integrated systems testing (IST) typical for data center projects. Review and approve: As-built drawings, Operation & Maintenance manuals, Training documentation
  • Support final project handover to the client.

Qualifications


Education

  • Bachelor's Degree in Electrical Engineering or related discipline.

Experience


  • Minimum 20 years of overall professional experience in construction supervision and project management.
  • At least 10 years in senior supervision roles such as Resident Engineer.
  • Experience working with international consultants or supervision firms in the GCC.
  • Prior project experience in Saudi Arabia or the Middle East is highly desirable.

Professional Certifications (Preferred)


  • PMP (Project Management Professional)
  • Chartered Engineer / Professional Engineer status
  • Data center or mission-critical infrastructure certifications (preferred)
