Job Title: Safety Officer
Location: Ras Al Khair Industrial City – Saudi Arabia
Job Purpose
The Safety Officer is responsible for ensuring full compliance with HSE standards, Saudi regulations, and international best practices by implementing safety programs, conducting inspections, and promoting a strong safety culture across site operations.
Key Responsibilities
1. Health & Safety Compliance
- Enforce HSE policies, procedures, and site safety rules.
- Ensure compliance with Saudi Labor Law, Saudi Civil Defense, and relevant regulations.
- Monitor contractor and employee adherence to safety standards.
2. Site Safety Monitoring
- Conduct daily site inspections, hazard identification, and risk assessments.
- Monitor high-risk activities such as:
- Confined space entry
- Hot work
- Working at height
- Heavy equipment & lifting operations
- Stop unsafe acts and conditions immediately.
3. Incident Management
- Report, investigate, and document:
- Accidents
- Near misses
- Unsafe acts and conditions
- Assist in root cause analysis (RCA) and corrective action implementation.
- Maintain incident and safety performance records.
4. Training & Awareness
- Deliver toolbox talks, safety inductions, and safety briefings.
- Promote safety awareness campaigns and behavioral safety initiatives.
- Ensure workers are trained and certified for their assigned tasks.
5. Documentation & Reporting
- Prepare daily, weekly, and monthly HSE reports.
- Maintain records of:
- PTWs
- Risk Assessments (JSA/JHA)
- Inspections and audits
- Support internal and client safety audits.
6. Emergency Preparedness
- Participate in emergency response planning and drills.
- Ensure availability and readiness of firefighting and emergency equipment.
- Assist in evacuation and emergency response coordination.
Qualifications & Experience
Education
- Diploma or Bachelor's Degree in Safety, Engineering, or related field.
Certifications (Mandatory / Preferred)
- NEBOSH IGC (Mandatory)
- IOSH / OSHA (Preferred)
- First Aid & Fire Fighting Certificates
- Confined Space / Work at Height (Preferred)
Experience
- Minimum 3–5 years experience as a Safety Officer in:
- Mining
- Heavy industry
- Construction or industrial projects
- Prior experience in mining or similar environments is an advantage.
Skills & Competencies
- Strong knowledge of HSE regulations and mining safety standards.
- Ability to identify hazards and implement controls effectively.
- Good communication skills (English mandatory, Arabic preferred).
- Report writing and documentation skills.
- Proactive, firm, and safety-driven attitude.
Physical & Work Conditions
- Ability to work in harsh site and weather conditions.
- Willingness to work shifts, extended hours, or rotation schedules.
- Site-based role with extensive field presence.
Performance Indicators (KPIs)
- Zero fatalities and reduced recordable incidents.
- Compliance with site HSE requirements.
- Quality of safety inspections and reporting.
- Participation in safety initiatives and audits.
