Training & Competency Management
- Develop, implement, and maintain Project HSE Training and Competency Matrices aligned with Client and UCC Group requirements.
- Lead all HSE Inductions, refresher training, task specific training, and competency-based programs.
- Ensure training content is suitable for multilingual and low literacy workforces.
- Establish and manage training needs analysis (TNA), Training Matrix and Training Programme for management, supervision, and workforce.
Effectiveness & Assurance
- Measure training effectiveness through assessments, observations, audits, and incident trend analysis.
- Link training outcomes to leading and lagging HSE indicators.
- Address competency gaps identified through incidents, near misses, audits, and inspections.
- Maintain accurate training records, dashboards, and reports for Client and internal audits.
Leadership & Behavioral Safety
- Support Project HSE Manager in delivering behavioral safety and leadership engagement programs.
- Coach supervisors and foremen on safe leadership, communication, and intervention skills.
- Champion HSE awareness campaigns and targeted interventions across the Project.
Compliance & Systems
- Ensure compliance with ISO 45001, ISO 14001, Saudi regulatory requirements, and Client HSE standards.
- Support internal and external HSE audits and certifications.
- Coordinate closely with Project HSE, Construction, and HR teams to ensure workforce readiness.
SKILLS, KNOWLEDGE, QUALIFICATIONS & EXPERIENCE
Qualifications
- BSc in HSE related discipline (Environmental Sciences, Environmental Engineering, Occupational Safety, Loss Prevention, Safety Management) or
- BSc Engineering from an internationally recognized university.
Experience
- Minimum 10 years of relevant HSE experience.
- Minimum 5 years site experience in construction or EPC environments (Civil, Heavy Civil, Oil & Gas, Petrochemical).
- Minimum 5 years hands on experience in HSE training and competency development.
- Proven experience working on Saudi Arabia based projects, preferably giga or mega projects.
Technical & Professional Knowledge
- Strong knowledge of international HSE standards and codes (ISO 45001, ISO 14001, OSHA, NFPA, British Standards).
- Demonstrated experience in developing and implementing HSE Management Systems and training frameworks.
- Hands on experience in audits, incident investigations, root cause analysis, and learning from incidents.
- Strong understanding of construction methodologies, execution planning, and site operations.
Skills & Competencies
- Proven leadership, coaching, and influencing skills in multicultural environments
- Strong presentation, facilitation, and communication skills
- Ability to engage frontline workers, supervisors, and senior management
- High level of computer proficiency (Word, Excel, PowerPoint, training dashboards)
- Assertive, practical, and field oriented personality
Certifications (Preferred)
- NEBOSH (IGC or Diploma).
- IOSH (Managing Safely or higher).
- ISO 45001 Lead Auditor.
- Train the Trainer certification.
Language
- Excellent command of spoken and written English / additionally Arabic and or Hindi or Urdu is a strong advantage.
