About the Role
We are seeking a highly skilled Product Owner / Business & System Analyst to lead requirements gathering and product definition for a strategic AI-powered Regulatory Studies Database Management System for a government entity in Riyadh.
The role requires close collaboration with regulatory stakeholders to capture, analyze, and document business, functional, and technical requirements in both Arabic and English. The selected candidate will act as the bridge between business units and technical teams to ensure successful delivery of a high-impact digital governance platform.
Key Responsibilities
1. Stakeholder Engagement & Requirements Gathering
- Conduct workshops and structured interviews with regulatory departments and executive stakeholders.
- Capture and document business requirements, use cases, and user stories in Arabic and English.
- Identify regulatory workflows currently managed via Excel and define automation requirements.
- Align stakeholders around product vision, scope, and priorities.
2. Product Ownership & Backlog Management
- Define product roadmap aligned with regulatory digital transformation goals.
- Prioritize features and manage product backlog.
- Translate regulatory and policy-related needs into clear system requirements.
- Validate deliverables against defined acceptance criteria.
3. Business & System Analysis
- Develop Business Requirement Documents (BRD), Functional Specification Documents (FSD), and System Requirement Specifications (SRS).
- Define data models, process flows, and integration requirements.
- Analyze AI-related requirements such as:Regulatory conflict detection
- Cross-document analysis
- Version control and traceability
- Automated external regulatory ingestion
- Ensure alignment with government regulatory frameworks and compliance standards.
4. Cross-Functional Collaboration
- Work closely with developers, AI engineers, data teams, and UX designers.
- Support UAT planning and execution.
- Provide ongoing clarification and validation during implementation.
Required Qualifications
- Bachelor's degree in Information Systems, Computer Science, Business Administration, or related field.
- 5+ years of experience as Product Owner, Business Analyst, or System Analyst.
- Proven experience working on government or regulatory digital transformation projects in KSA.
- Strong experience in requirements documentation in both Arabic and English.
- Experience working on database-driven or AI-enabled systems is highly preferred.
- Strong knowledge of:Business process modeling (BPMN)
- Data analysis and documentation
- Agile/Scrum methodologies
- Transferable Iqama (mandatory).
- Willingness to work fully on-site in Riyadh.
Preferred Qualifications
- Experience working with Saudi government entities.
- Familiarity with regulatory frameworks and governance models.
- Experience with AI-powered platforms or document management systems.
- Certifications such as:CBAP
- PMI-PBA
- PSPO / CSPO
- Agile or Scrum certifications
