PRIMARY JOB FUNCTION:
- To drive new business growth for KJFEM in Singapore's commercial cleaning and integrated facilities services market. The role is responsible for identifying, pursuing and closing new contracts, building and maintaining a strong sales pipeline, and representing the Company at tenders and client meetings, while working closely with the General Manager, Business Development (MY & SG) and the Operations team to ensure a smooth handover and delivery of won contracts.
CORE JOB RESPONSIBILITIES:
New Business Development
- Identify, qualify and pursue new business opportunities across commercial, industrial, institutional, and public sector segments in Singapore.
- Develop and maintain a healthy pipeline of new leads and prospects, achieving monthly, quarterly and annual sales targets set by the GM, Business Development.
- Conduct client meetings, site visits and need assessments to scope out cleaning and facilities service requirements.
Tender & Bid Management
- Monitor and respond to relevant tenders on GeBIZ and other private-sector tender/procurement platforms.
- Prepare tender submissions, site survey reports, costings and proposals, and represent KJFEM at tender briefings and interviews.
- Coordinate with Operations, HR and Finance to ensure tender pricing reflects accurate manpower, equipment and compliance costs (e.g. Progressive Wage Model requirements).
Client & Contract Management
- Build and manage relationships with facility managers, MCST/MA committees, procurement teams and corporate clients.
- Negotiate contract terms and pricing within Company delegation of authority and minimum margin guidelines.
- Ensure a smooth handover of newly secured contracts to the Operations team, and support client onboarding.
- Cross-sell the Company's full suite of services (e.g. cleaning, disinfection, pest control, landscaping and other facilities support services) to new and existing clients.
Market Intelligence & Compliance
- Track competitor activity, market pricing and industry developments in the Singapore cleaning/FM sector.
- Ensure proposals and contracts comply with NEA Cleaning Business Licence requirements, the Employment Act, and other applicable Singapore regulations.
Reporting & Administration
- Maintain accurate records of quotations, contract trackers and CRM/pipeline entries (work order documentation is prepared and supported by Sales Admin).
- Prepare and submit sales activity, pipeline and forecast reports to the GM, Business Development (MY & SG) regularly.
- Undertake any other ad hoc duties assigned by Management.
POSITION ACCOUNTABILITY / SCOPE:
- To issue sales quotations to customers in accordance with the Company's delegation of authority.
- To negotiate and confirm customer contracts within the minimum margin approved by Management; any exception requires prior approval from the GM, Business Development (MY & SG).
- To submit tenders and represent the Company at tender briefings and interviews.
- To confirm order information for Sales Admin to raise internal work orders (e.g. Contract Work Order, Initial Work Order, Renewal/Variation Work Order, etc).
KEY PERFORMANCE INDICATORS (KPIs):
- Achievement of annual new business revenue/sales target, as set by the GM, Business Development.
- Tender win rate.
- Number of qualified leads and new opportunities generated per month.
- Sales pipeline value and conversion rate.
- Client retention and renewal rate for accounts secured.
POSITION REQUIREMENTS:
QUALIFICATION
- Minimum Diploma or Degree in Business, Sales & Marketing, or a related field.
EXPERIENCE
- Minimum 3 to 5 years of B2B sales/business development experience, preferably within the cleaning, facilities management, or outsourced services industry in Singapore.
KNOWLEDGE AND SKILLS
- Working knowledge of the Singapore cleaning/facilities management industry, including the NEA Cleaning Business Licence framework and GeBIZ / private-sector tender processes.
- Proven track record of meeting or exceeding sales targets.
- Strong negotiation, presentation and relationship-building skills.
- Proficient in Microsoft Office; experience with CRM/sales tracking tools is an advantage.
- Existing network of facility managers, MCST/MA committees or procurement contacts in Singapore is an advantage.
REQUIRED ATTRIBUTES
Self-starter, resilient and target-driven; mature and able to work independently; comfortable working under pressure to meet tender deadlines; own transport preferred for client and site visits.

WORK LOCATION AND WORK HOURS:
Work Location: KJFEM Singapore office, with regular travel for client meetings, site visits and tender briefings across Singapore.
Working Hours:
• Monday to Friday – 8.30 am to 6.00 pm
• Saturday – Off Day
• Sunday – Rest Day
