Context

The Senior Civil Engineer will support the PMC in delivering the program across planning, design management, procurement support, and construction supervision. The role ensures civil works meet design intent, safety and quality standards, schedule, and budget, while coordinating closely with client, designer, contractors, and authorities

Missions/Main Duties

  • Lead technical oversight of civil and structural design packages for corridors, stations, depots, park-and-ride, utilities, roads, and structures (e.g., bridges/culverts).
  • Manage design reviews, value engineering, and constructability assessments; ensure compliance with Saudi codes, international standards, and project specifications.
  • Coordinate interdisciplinary interfaces (civil, traffic, utilities, architecture, systems) and resolve design clashes through formal comment/resolution processes.
  • Support permitting and approvals with local authorities; prepare and track submittals, RFIs, and NCR closeouts.
  • Monitor contractor execution of civil works, ensuring adherence to IFC drawings, method statements, ITPs, and HSE requirements.
  • Lead site inspections and quality audits; witness tests and material approvals for earthworks, pavements, concrete, drainage, and utilities diversions.
  • Collaborate with the client, designers, supervision consultants, and contractors to maintain alignment on scope, schedule, and deliverables.
  • Coordinate with traffic and operations teams for BRT-specific requirements (busway geometry, stations/platforms, accessibility, safety).
  • Engage with utility owners for relocations and protection strategies; manage interface with ITS/telecom/system integrators for station and corridor civil provisions
  • Enforce QA/QC processes, review ITPs, and ensure corrective actions are implemented.
  • Promote a strong safety culture; verify compliance with HSE plans, method statements, and temporary works designs.
  • Ensure documentation and reporting meet PMC standards, including dashboards, progress reports, and KPIs.

Profile/Skills

  • Bachelor's degree in Civil Engineering (Master's preferred).
  • Minimum 10 years of relevant experience in urban transport or large-scale infrastructure, with at least 3–5 years in a PMC/Engineer/Owner's Representative capacity.
  • Proven experience in BRT/LRT/metro corridors or major roadway/bridge/utility projects in the GCC or similar environments.
  • Strong knowledge of Saudi/International standards (MOMRAH, MOT/MT, SASO, AASHTO/BS/EN), earthworks, pavements, drainage, and reinforced concrete.
  • Demonstrated track record in design management, construction supervision, QA/QC, and HSE compliance.
  • Proficiency in reviewing drawings/specifications, resolving site issues, and managing multi-disciplinary interfaces.
  • Excellent written and verbal communication; Arabic speakers preferred. English fluency required.
  • Professional registration (e.g., PE, CEng, PMP, or equivalent) is an advantage.
  • Proficiency with industry software/tools (AutoCAD, Civil 3D, BIM viewers, MS Project/Primavera P6, MS Office).
  • Strong stakeholder management and negotiation skills.
  • Analytical problem-solving with attention to detail and constructability.
  • Leadership, team coordination, and mentoring of junior engineers.
  • Results-oriented with a focus on safety, quality, and timely delivery.
  • Adaptability to fast-paced, multi-contractor urban project environments.
