Context

The Senior Civil Engineer will support the Construction Manager to delivery of permanent way (track) works from early works through installation, testing, commissioning, and handover. Acting as the client's on-site representative, you will ensure safety, quality, cost, and schedule performance with a strong emphasis on hands-on track work experience in live rail environments.

Missions/Main Duties

  • Lead day-to-day site management of ballast and slab track construction in line with the Project Execution Plan, contract, and client objectives.
  • Chair track-focused coordination meetings; manage look-ahead plans, access/possessions, and interface constraints.
  • Review and approve track method statements, ITPs, RAMS, shop drawings, and material submittals (rails, sleepers, fasteners, ballast, grout).
  • Oversee installation of slab track/plinths/embedded track, ballast track, turnouts/crossovers, expansion devices, and special trackwork.
  • Supervise rail welding (FBW/ATW), grinding, de-stressing, neutral temperature verification, and weld NDT/UT acceptance.
  • Direct ballast placement, profiling, tamping, lining/levelling; verify geometry (H/V alignment, cross-level, cant, gauge, twist, clearances).
  • Ensure correct use, calibration, and productivity of track-specific plant and instruments (tampers, regulators, grinders, geometry systems, total stations).
  • Enforce Quality Management System: witness hold/witness points, manage NCRs/SNs, and close corrective actions promptly.
  • Validate test and inspection plans for track components, fastener torque, sleeper seating, ballast quality, track modulus, and geometry acceptance to EN/AREMA and client standards.
  • Champion HSE: ensure robust RAMS, permits to work, PTS/protection arrangements, lifting/hot work controls, exclusion zones, and environmental controls (dust, noise, waste).
  • Coordinate interfaces with civil/structures, utilities, depots, stations, signaling, telecoms, power supply, and OCS/third rail (if applicable).
  • Monitor schedule and productivity; verify progress measurement, support IPCs/payment certification, and manage changes/claims aligned to contract.
  • Lead readiness for T&C: geometry acceptance, weld acceptance, stress verification, clearance checks, and turnout/SW acceptance.
  • Manage handover deliverables: as-builts, O&M manuals, asset data/tagging, handover dossiers, snag/defect closure, and DLP readiness.
  • Maintain clear client communications, dashboards, risk/issue registers, and timely escalation/resolution.

Profile/Skills

  • Bachelor's degree in Civil Engineering or related; Master's preferred.
  • Minimum 10 years post-graduate experience, including at least 7 years dedicated to railway track/permanent way construction, supervision, or PMC roles.
  • Proven, hands-on track work experience across ballast and/or slab track, turnouts, welding/stressing, tamping/geometry control, and geometry acceptance.
  • Demonstrated leadership as Resident Engineer/Engineer's Representative/PMC with contractor management and multi-disciplinary interface control.
  • Strong knowledge of track standards and quality systems (e.g., EN 13848/13231/14587, AREMA, and client specifications) and rail HSE practices.
  • Proficiency with planning and track-specific tools (survey/geometry measurement software, total stations, geometry trolley/systems).
  • Excellent communication and stakeholder management; fluent English.
  • GCC or Saudi Arabia rail project experience, familiar with local authorities, codes, climate, and logistics.
  • Background in metro, high-speed, intercity, freight, or mixed-traffic systems in the region.
  • Professional registration (CEng/PE) and relevant rail certifications (e.g., welding, track inspection).
  • Arabic language skills advantageous.
  • Field-driven, proactive leader with rigorous approach to track quality, safety, and risk management; collaborative and decisive under pressure.
