Project Overview

Bechtel is supporting the development of The New Murabba Project Infrastructure, which will be built around the concept of sustainability, featuring green areas and promoting healthy, active lifestyles and community activities. It will feature an iconic museum, a university, an immersive theater, and more than 80 entertainment and culture venues. The project will cover an area of 19 square kilometers and accommodate hundreds of thousands of residents.

The project will offer more than 104,000 residential units, 9,000 hotel rooms, and more than 980,000 sqm of retail space, as well as 1.4 million sqm of office space, 620,000 sqm of leisure assets, and 1.8 million sqm of space dedicated to community facilities.

The New Murabba project will offer a unique living, working and entertainment experience within a 15-minute walking radius and will have its own internal transport system.

Job Responsibilities

Detailed Job Description

Summary

Lead team(s) to manage and perform all activities associated with formation, tendering, award and administration of allocated contract packages for the Murabba project.

Activities will include delivery of critical items required from initial project set-up, through to defining and developing a team, to establishing coordinated procedures and controls, and management of team(s) with accountability for work product to project milestones, quality and safety standards. Significant proactive engagement required with other project management team colleagues, functions, customers and stakeholders to enable successful alignment on systems, processes, procedures and the critical activities for project success.

Job Dimensions

  • Engage as part of the project management senior team with the Customer to develop and align strategy, methods and controls for the safe and successful project work performance.
  • Team management, guidance and coaching to effectively resolve change events, claims and disputes fairly including coordination with Legal as may be required.
  • Team player that can direct and receive guidance and feedback and is able to perform the work as well as manage/lead the performance of the work.
  • Reports to the Commercial Director or designee.
  • Receives functional guidance from the responsible GBU Manager of Contracts and Procurement or designee.

Pre-Award

Job Duties:

Leads and performs the development and issuance of contracts and services agreements including the following activities such that the team:

  • In accordance with project procedures, manages tender process from beginning to end forming and issuing tender packages, tracking and closing queries, receiving and evaluating proposals, and providing input to the recommendations for award
  • Prepares and organizes meetings/workshops, such as bid clarification and pre-award meetings, for the purpose of ensuring complete understanding and agreement between Bechtel, the client, and contractor on all contractual matters.
  • Prepares and manages the preparation of contract documents for execution with Customer's Legal Advisors.
  • Prepares, maintains and manages the control of status reporting documents.
  • Prepares, maintains, and manages the preparation and maintenance of registers, presentations, and correspondence.
  • Performs other pre-award duties as assigned.

Post-Award

  • Leads and performs contracts administration and responsible for:
  • Develops, maintains, and ensures implementation of Contract & Commercial Management Procedures for the administration of Contracts.
  • Performs and or manages t he review of Contract terms and conditions to identify and monitor areas of risk, ambiguities, conflicts, or deviations from the scope of work.
  • D evelops, implements, manages and or oversees appropriate mechanisms to monitor compliance with contract terms and conditions.
  • Identifies and resolves, and or oversees, the resolution of Contract claims as they develop, including engagement of corporate legal department where necessary.
  • Obtains and or manages the receipt all contract deliverables for timely work handover and close-out of contracts.
  • Prepares, maintains and or manages the control of status reporting documents.
  • Prepares, maintains, and or manages the preparation and maintenance of registers, presentations, and correspondence.
  • Performs other post-award duties as assigned.
  • Administers complex (sub)contracts. Extensive knowledge and experience in (sub)contract administration required. Represents Bechtel in (sub)contract negotiations.
  • Administers complex contract changes by negotiating with customer personnel and obtaining settlement.
  • Represents Bechtel in complex contractual discussions.
  • Administers information programs to ensure mutual understanding of (sub)contract terms and conditions.

Job Qualification

  • Prior experience in major global, direct hire and contract management projects, which include engineering, procurement and construction activities.
  • Demonstrated leadership and teamwork capabilities suitable for managing a workforce of many nationalities and backgrounds.
  • Aptitude and character for interpersonal engagement, coaching and mentorship
  • Direct experience interviewing / personnel selection, salary planning, performance evaluations, career counseling and resource allocation.
  • Experience in developing contract types, fee arrangements and contract terms.
  • Experience and completion of courses in pricing, contract law, contract drafting, contract administration and negotiation of change orders, effective correspondence, planning and scheduling.
  • Extensive skill in working and communicating effectively, both orally and in writing, with other project functional groups, customers and stakeholders.
  • Detailed knowledge of relevant and regional procurement regulations, policies, procedures and engineering/construction industry contracting practices.
  • Demonstrable experience in developing and recommending potential solutions to commercial problems to customer, internal management and other functions.
  • Ability to self-perform to efficiently acquire relevant information in respect to designated responsibilities and be able to influence key stakeholders to achieve a mutually satisfactory outcome.
  • Bachelor's degree in Business, Supply Chain Management, Engineering, or other industry related field along with Minimum of 20 years of experience in Contracts and or Commercial, minimum of 10 years of supervisory experience OR in lieu of a degree, a minimum of 15+ years relevant work experience is required.
  • Degree in Business, Quantity Surveying, Law or Engineering desirable.
  • 5+ years of experience in the Middle East preferable
