Role Overview

The Senior Consultant will play a key leadership role and lead the design of the operating model, governance framework, quality standards alignment, certification approach, and implementation roadmap to enable standardized and the compliance of government digital services.

This role requires strong expertise in digital government, quality assurance frameworks, regulatory compliance, and operations within national or large-scale transformation programs.

Key Responsibilities

1. Strategy & Operating Model Design

• Develop the end-to-end business model (governance, process, technology).

• Define structure, maturity model, and compliance ladder.

• Ability to establish the certification framework and accreditation approach.

• Design phased rollout strategy including pilot entities.

2. Standards & Framework Alignment

• Bold experience in comply with recognized international testing and quality frameworks such as:

o ISTQB (must) 

o TMMi (preferable) 

• Recommend compliance tiers and performance indicators.

• Define audit and evaluation methodologies.

3. Governance & Policy Advisory

• Develop governance structures, RACI matrices, and stakeholder engagement models.

• Advise on different regulatory alignment and policy integration.

• Define transparency, reporting, and national benchmarking mechanisms.

• Design KPI framework for service quality monitoring.

4. Process & Framework Development

• Develop standardized QA and QC methodologies for digital services, focusing on government sector.

• Define workflows from assessment to certification issuance.

• Design questionnaires for government entities.

• Create documentation templates and reporting structures.

Required Qualifications

• 10+ years of experience in consulting, digital transformation, QA governance, or regulatory advisory.

• Experience in establishing labs, certification bodies, or national performance indicators.

• Strong knowledge of international and quality standards.

• Experience working with government or public sector programs (preferably in GCC).

• Ability to design operating models and governance frameworks.

• Strong stakeholder management and executive presentation skills.

Preferred Qualifications

• Experience in Saudi government ecosystem or Vision 2030 initiatives.

• Certification in ISTQB, TMMi, or related testing frameworks.

• Background in digital government service design and performance measurement.

• Arabic and English languages proficiency is a strong advantage.
