Job Description

Sigma Engineering Works, a company of Mazrui Energy is seeking a Senior Estimation Engineer to join our Fabrication Teamin Mussafah Industrial Area, Abu Dhabi, UAE.

Job Responsibilities

Receipt & Review of Enquiries

  • Receive and review enquiries from the Sales Department or directly from clients.
  • Study ITBs, RFQs, specifications, drawings, and scope documents to fully understand technical and commercial requirements.
  • Clarify technical queries with clients and internal teams, referencing applicable codes and standards such as:
  • ASME Section VIII Div. 1 & 2, API 650 / API 620, ASME B31.3 / B31.8
  • BS EN 12079, DNV 2.7-1, and other project-specific standards

Preliminary Design & Estimation

  • Coordinate with Engineering to obtain preliminary design inputs based on client design parameters.
  • Prepare Bills of Materials (BOM), Material Take-Offs (MTOs), and weight calculations for:
  • Pressure vessels and static equipment
  • Heat exchangers and skid-mounted packages
  • Develop preliminary layouts and cutting plans using AutoCAD, where required, to optimize material utilization and reduce wastage.
  • Define execution assumptions, fabrication methods, and scope boundaries for accurate pricing.

Material & Subcontracting Coordination

  • Coordinate with the Procurement Department to obtain material prices and delivery timelines.
  • Collect and evaluate subcontractor quotations for machining, NDT, PWHT, coating, HDG, E&I works, transportation, and site activities.
  • Conduct market surveys to track material prices, subcontract rates, and productivity norms.

Production Cost Estimation

  • Estimate production resources and man-hours by coordinating with Production, Fabrication, and Machine Shop teams.
  • Reference historical data, time-study charts, and productivity benchmarks to determine:
  • Fabrication man-hours, Machining hours, E&I installation and testing hours
  • Prepare complete cost build-ups covering:
  • Materials, Labor and supervision, Subcontracting, Consumables, Overheads, Risk allowances and profit margins

E&I and Skid Package Estimation (Key Requirement)

  • Prepare cost estimates for Electrical & Instrumentation scopes including:
  • Instrument supply, mounting, tubing, and hook-up
  • Electrical panels, JBs, cabling, termination, and earthing
  • Loop checks, calibration, and commissioning activities
  • Ensure E&I scopes are fully integrated with mechanical and skid layouts to avoid gaps or overlaps.

Quotation Preparation & Internal Approval

  • Prepare complete quotation packages including:
  • Technical and commercial covering letters
  • Detailed cost sheets and BOQs
  • Assumptions, exclusions, and qualifications
  • Present estimates and sales summary sheets to the Engineering Head and Sales Department for review and approval.
  • Support pricing strategy discussions, margin analysis, and value engineering proposals.

Client Coordination & Contract Review

  • Ensure quotations are submitted within the stipulated tender timelines.
  • Support Sales during technical discussions, clarifications, and negotiations with clients.
  • Upon receipt of Purchase Orders, conduct technical contract reviews and provide feedback to Sales before PO acceptance.

Post-Award Handover

  • After PO acceptance, hand over complete estimation and tender documentation to the assigned Project Engineer, including:
  • Approved cost sheets and assumptions, Vendor and subcontractor quotations
  • BOMs, MTOs, and execution notes
  • Support smooth transition from estimation to project execution.

Qualifications

  • Education - Mechanical Engineering
  • Minimum 1215 years of experience in estimation and tendering for oil & gas, EPIC, or industrial projects.
  • Proven experience in fabrication, skid packages, pressure vessels, heat exchangers, and E&I estimation.
  • At least 810 years of Middle East experience with EPCs, fabricators, or package vendors
  • Sound knowledge of fabrication processes, welding, NDT, PWHT, testing, and surface protection.
