With the expansion of ETS operations in Saudi Arabia and the increasing volume of financial transactions, we are seeking a Finance Manager to provide strong on-ground financial oversight. This role ensures effective day-to-day financial operations, compliance with local regulations and RHQ (Regional Headquarters) requirements, and improved visibility, control, and follow-up across finance, banking, and compliance activities.

The Finance Manager will play a critical role in reducing reliance on third-party outsourcing, while ensuring statutory compliance, audit readiness, and economic substance under the RHQ Program.

Main Duties

Regulatory & Government Compliance

  • Ensure 100% on-time compliance with ZATCA, GOSI, Qiwa, Mudad, and MHRSD platforms.
  • Maintain zero penalties, fines, or regulatory violations.
  • Support audits to achieve clean outcomes with no major findings.

Vendor Management & Daily Transactions

  • Oversee accurate processing of daily financial transactions across all ETS entities in Saudi Arabia.
  • Ensure timely vendor payments within approved SLAs.
  • Conduct monthly vendor reconciliations; maintain zero duplicate or unreconciled balances.

ETS Test Centers Financial Reconciliation

  • Perform monthly reconciliation of test registrations versus collections.
  • Align test center revenues with ETS settlement reports.
  • Resolve discrepancies within 5 working days.

ETS Arabia & RHQ Financial Operations

  • Complete monthly financial close within 7 working days (T+7).
  • Monitor budget vs. actual variance and ensure alignment within approved thresholds.
  • Ensure accurate intercompany accounting and reporting.

RHQ Compliance & Economic Substance

  • Maintain clear segregation of RHQ vs. non-RHQ financials.
  • Ensure compliance with RHQ substance requirements, including local payroll, vendors, and expenditures.
  • Provide financial support for RHQ license renewals and regulatory reviews.

2.6 Local Banking Relationship Management

  • Coordinate with local Saudi banks for all ETS entity accounts.
  • Manage account openings, signatory updates, mandates, and documentation.
  • Support bank-led and external audit requirements, confirmations, and regulatory correspondence.
  • Maintain up-to-date KYC documentation and bank compliance records.

Skills & Competencies

  • Strong knowledge of Saudi regulatory frameworks (ZATCA, GOSI, MHRSD)
  • Proven experience in vendor management, banking, reconciliation, and financial reporting
  • Excellent analytical, problem-solving, and communication skills
  • High degree of integrity, attention to detail, and accountability

Experience

  • Minimum 5-7 years in finance or accounting roles
  • Experience in multinational corporate finance, ideally with exposure to Saudi Arabian regulations and RHQ structures

Education

  • Bachelor's or Master's degree in Finance, Accounting, or related field

Other Requirements

  • Must be based in Saudi Arabia
  • Ability to work cross-functionally with local teams and RHQ leadership
  • Fluent in English, Arabic is a big plus

  • The base salary range advertised represents the low and high end of the anticipated salary range for this position. The base pay actually offered will take into account internal equity and also may vary depending on the candidate's geographic region, job-related knowledge, skills, and experience among other factors. The base pay is only one aspect of the Total Rewards Package that will be offered to the successful candidate.
