Job Description

Job Summary

The Senior HSSE Manager is responsible for leading and managing Health, Safety, Security, and Environmental (HSSE) systems across construction projects. This role ensures full compliance with statutory regulations, client standards, and international best practices, while driving a strong HSSE culture to achieve zero harm, zero incidents, and sustainable environmental performance.

Key Responsibilities

Leadership & Strategy

  • Develop, implement, and continuously improve the company's HSSE management system
  • Establish HSSE policies, procedures, and standards in line with ISO 45001, ISO 14001, ISO 22301 (where applicable), and client requirements
  • Provide strategic HSSE leadership across multiple construction sites and projects

Health & Safety Management

  • Oversee HSSE performance on construction sites (civil, structural, MEP, infrastructure)
  • Ensure preparation, review, and approval of HIRA, JSA, method statements, and safe work procedures
  • Monitor and control high-risk activities such as:
  • Working at height
  • Lifting and crane operations
  • Excavation and trenching
  • Confined spaces
  • Hot works
  • Conduct regular site inspections, audits, and senior management walkthroughs

Security Management

  • Develop and implement site security plans to protect personnel, assets, and materials
  • Coordinate access control, perimeter security, and emergency response arrangements
  • Liaise with security service providers and local authorities as required
  • Manage security-related incidents and investigations

Environmental Management

  • Manage environmental aspects including waste management, pollution prevention, noise, dust, and resource conservation
  • Ensure compliance with environmental permits, EIAs, and regulatory requirements
  • Implement environmental monitoring and mitigation measures on site

Compliance & Risk Management

  • Ensure compliance with local HSSE laws, regulations, and client contractual requirements
  • Lead HSSE risk assessments and compliance audits
  • Manage regulatory inspections and authority interactions
  • Track, analyze, and report HSSE KPIs and performance metrics

Incident & Emergency Management

  • Lead investigations of incidents, near misses, security breaches, and environmental events
  • Ensure root cause analysis and implementation of corrective and preventive actions
  • Develop and test emergency response plans and conduct drills

Reporting & Continuous Improvement

  • Prepare HSSE reports and dashboards for senior management and clients
  • Lead continuous improvement initiatives and safety campaigns

Qualifications

  • Bachelor's degree in Engineering, Occupational Health & Safety, Environmental Science, or related discipline
  • NEBOSH International Diploma or equivalent (preferred)

Experience

  • +10 years HSSE experience in the construction industry
  • 5+ years in a senior or managerial HSSE role
  • Proven experience on large-scale or multi-site construction projects
