Job Purpose
Lead the comprehensive transformation of the Human Resources function from an operational role into a strategic business partner by:
- Enhancing workforce quality
- Building a high-performance work environment
- Developing systems and processes
- Strengthening competitiveness in attracting top talent
Key Responsibilities
1. Strategic HR Leadership
- Develop and execute the HR strategy in alignment with the group's overall objectives
- Transform HR from a transactional function into a strategic decision-making partner
- Establish clear and measurable KPIs across all departments and business units
2. Work Environment Transformation
- Measure and enhance employee experience
- Identify and address root causes of low productivity
- Build a culture centered on discipline, accountability, and performance
3. Talent Development & Training
- Design and implement an annual training plan linked to performance outcomes
- Identify skill gaps across all roles
- Develop programs such as second-line leadership, managerial development, and training ROI measurement
4. HR Systems & Policies Development
- Develop and enhance HR policies, procedures (SOPs), and employee handbook
- Implement and optimize HR systems (HRIS / ERP)
- Ensure governance and full compliance with Saudi Labor Law
5. Talent Acquisition Excellence
- Build a structured and professional recruitment system (beyond CV collection)
- Enhance sourcing channels and candidate experience
- Reduce mis-hiring and improve quality of hire
6. Performance Management & Accountability
- Design and implement a robust and effective performance management system (not merely procedural)
7. Organizational Design & Structuring
- Lead organizational restructuring initiatives when required to improve efficiency and alignment
8. Employee Relations & Compliance
- Manage employee relations, investigations, and labor cases
- Minimize legal risks and ensure compliance with labor regulations
Qualifications
- Minimum 18+ years of experience in Human Resources
- Experience in multi-project environments (construction / engineering preferred)
- Proven experience managing large-scale organizations (1,000+ employees)
- Professional certifications such as CIPD and SHRM-SCP.
