Job Description

  1. Lead and oversee the Project Management Office (PMO) across all construction and real estate developments, ensuring alignment with corporate strategy and investment objectives.
  2. Establish and enforce standardized project management methodologies, governance frameworks, policies, and reporting structures.
  3. Manage the overall project portfolio, prioritizing initiatives based on strategic value, risk exposure, and financial impact.
  4. Oversee master planning, scheduling, budgeting, cost control, and resource planning to ensure on-time and on-budget project delivery.
  5. Monitor CAPEX performance, cash flow forecasts, and financial reporting in coordination with finance and commercial teams.
  6. Implement robust risk management processes to proactively identify, assess, and mitigate project risks.
  7. Provide executive-level reporting and dashboards to senior management and board members on portfolio health and performance.
  8. Ensure effective contract administration, variation management, claims control, and dispute resolution.
  9. Coordinate with consultants, contractors, developers, investors, and regulatory authorities to ensure smooth project execution.
  10. Drive quality assurance, HSE compliance, and adherence to local building codes and regulatory standards.
  11. Lead change management processes, controlling scope adjustments and ensuring proper approval workflows.
  12. Optimize resource allocation across multiple concurrent developments to maximize productivity and efficiency.
  13. Implement and enhance project management systems (Primavera P6, ERP platforms, BIM integration, cost control tools).
  14. Identify performance gaps and implement continuous improvement initiatives across project delivery functions.
  15. Recruit, mentor, and develop PMO and project management teams, fostering high performance and accountability.

Desired Candidate Profile Head of PMO (Construction & Real Estate)

Education

Bachelor's degree in Civil Engineering, Construction Management, Architecture, or related field. Master's degree (MBA or Project Management) preferred.

Experience

  1. 15+ years of progressive experience in construction and real estate project management, with at least 57 years in a senior leadership or PMO role.

Portfolio Exposure

Proven experience managing large-scale, multi-project portfolios including mixed-use, residential, commercial, hospitality, or infrastructure developments.

Strategic Leadership

  1. Demonstrated ability to align project portfolios with corporate strategy, investment goals, and long-term development plans.

Financial & Commercial Acumen

  1. Strong expertise in CAPEX management, budgeting, cost control, cash flow forecasting, and ROI analysis.

Project Controls Expertise

  1. Advanced knowledge of planning, scheduling, cost management, risk management, and performance tracking methodologies.

Governance & Compliance

  1. Deep understanding of project governance frameworks, quality standards, HSE regulations, and real estate compliance requirements.

Contractual & Claims Knowledge

  1. Strong experience in contract administration, procurement strategies, variation management, and claims resolution.

Technology Proficiency

  1. Proficient in project management and planning tools such as Primavera P6, MS Project, ERP systems, and BIM platforms.

Stakeholder Management

  1. Proven ability to manage relationships with investors, developers, consultants, contractors, and regulatory authorities.

Risk Management Capability

  1. Strong analytical skills to identify, assess, and mitigate complex project risks.

Leadership & Team Development

  1. Experience building and leading high-performing PMO and project teams across multiple projects.

Communication Skills

  1. Excellent presentation and reporting skills with the ability to communicate effectively at board and executive levels.

Certifications (Preferred)

  1. PMP, PgMP, PMI-RMP, RICS, or equivalent professional certifications.

Personal Attributes
