Job Summary

The Senior Personnel & Payroll Specialist is responsible for overseeing and managing all personnel administration and payroll operations, ensuring full compliance with Egyptian Labor Law, Social Insurance regulations, and internal HR policies.

The role requires strong expertise in governmental procedures, payroll processing, employee lifecycle management, and HR systems, while ensuring accuracy, compliance, and operational efficiency.

Key Responsibilities

Personnel Administration & Compliance

  • Oversee the preparation, issuance, renewal, and archiving of employment contracts and official documents.
  • Ensure complete and accurate maintenance of employee personnel files (physical & digital).
  • Supervise HR system updates (joining, transfers, promotions, salary changes, resignations, etc.).
  • Manage probation periods, confirmations, and contract renewals.
  • Ensure full compliance with Egyptian Labor Law and company policies.

Governmental & Legal Affairs

  • Lead all Social Insurance activities (registration, updates, salary adjustments, exits, inspections).
  • Handle Labor Office documentation and official correspondence.
  • Manage governmental inspections and ensure full legal compliance.
  • Stay updated with labor law amendments and regulatory changes.

Payroll Management

  • Prepare, review, and validate monthly payroll inputs (attendance, leaves, overtime, commissions, deductions, penalties, etc.).
  • Ensure payroll accuracy and timely processing.
  • Coordinate with Finance for payroll finalization and reporting.
  • Handle final settlements calculations and end-of-service benefits.
  • Prepare payroll reports and cost analysis for management.

Attendance & Leave Management

  • Monitor attendance, lateness, and absenteeism reports.
  • Oversee leave balances (annual, sick, casual, unpaid).
  • Ensure proper implementation of attendance and leave policies.
  • Generate monthly attendance and payroll-related reports.

Employee Lifecycle Management

  • Oversee onboarding documentation and ensure legal compliance before employee's start date.
  • Manage offboarding procedures, including resignations, terminations, and final clearance.
  • Handle exit documentation and system updates.
  • Coordinate medical insurance enrollment, updates, and removals.

Qualifications

  • Bachelor's Degree in Business Administration, Human Resources, Law, or a related field.
  • 58 years of experience in Personnel & Payroll is a must.
  • Strong hands-on experience with Social Insurance and Labor Office procedures.
  • Solid experience in payroll processing and final settlements.
  • Advanced proficiency in MS Excel.
  • Strong knowledge of Egyptian Labor Law and compliance practices.
  • Excellent documentation and filing skills.
  • High level of confidentiality and integrity.
  • Strong analytical and problem-solving skills.
  • Ability to work under pressure and meet strict deadlines.
  • Strong communication and stakeholder management skills.
