Job Description

QStaffers is currently hiring a Senior Procurement Engineer for one of our partners, a leader in the real estate field.

Job Summary:

To plan, manage, and execute procurement activities for materials, equipment, and services in a cost-effective, timely, and compliant manner, ensuring alignment with technical requirements, project schedules, and organizational objectives. The Senior Procurement Engineer is responsible for optimizing supplier performance, mitigating procurement risks, achieving cost efficiencies, and supporting successful project delivery through effective coordination with internal and external stakeholders.

Responsibilities:

  • Plan, coordinate, and execute procurement activities in accordance with project requirements, schedules, budgets, and company policies.
  • Review and understand technical specifications, drawings, BOQs, and scope of work to ensure accurate and compliant sourcing.
  • Prepare and issue RFQs/RFPs, analyze bids, and lead technical and commercial evaluations.
  • Select, negotiate with, and recommend suppliers and subcontractors to achieve best value in terms of cost, quality, and delivery.
  • Providing comprehensive support in drafting, reviewing, and preparing legal agreements and contracts.
  • Monitor supplier performance to ensure on-time delivery, quality compliance, and contractual adherence.
  • Ensure timely issuance of purchase orders and subcontracts in line with approved procurement plans.
  • Coordinate with engineering, QA/QC, logistics, and construction teams to resolve procurement-related technical or delivery issues.
  • Maintain accurate procurement documentation, records, and reports for audit and management review.
  • Manage procurement risks, including long-lead items, supply disruptions, and vendor non-performance.
  • Ensure compliance with contractual terms, ethical standards, and applicable regulations.
  • Support contract administration, variations, claims, and dispute resolution as required.
  • Prepare and present procurement status reports to management and project teams.
  • Requirements:

Education:

  • Bachelor's degree in civil or architect engineering.
  • CIP, PMP, or Supply Chain certification is a plus.

Experience:

  • Minimum 7-10 years in similar position, with real estate or construction background.

Skills:

  • Knowledge of engineering materials, equipment, and international standards.
  • Cost analysis, price benchmarking, and total cost of ownership (TCO) evaluation.
  • Supplier selection, evaluation, and performance management.
  • Strong procurement, tending, and contracting understanding.
  • Proficiency in ERP systems.
  • Proficient in Microsoft 365 Apps.
  • Strong analytical and negotiation skills.
  • Data analysis, reporting, and KPI tracking.
