Job Description
Objective: The Procurement Lead is responsible for managing and overseeing all purchasing and procurement activities, supplier relationships, and procurement strategies to ensure compliance with public sector regulations, alignment with financial goals, and value-driven operations
Roles & Responsibilities:Manage the implementation of financial and administrative laws, regulations, and systems related to organization's purchasing and procurement to ensure operational compliance and efficiencyManage purchasing and procurement processes for organization, ensuring compliance with public sector procurement requirements and aligning with financial and operational objectivesOversee procurement activities, ensuring alignment with organization's annual budget plans and financial strategies to deliver value for moneyManage supplier relationships and lead contract negotiations to secure favourable terms and high standards of service and product qualitySupervise the sourcing and competitive bidding processes (e.g., RFPs), ensuring adherence to public sector guidelines for transparency and cost-effectivenessCoordinate with internal departments, through the Financial and Administrative Affairs Director, to align procurement strategies with organization priorities and long-term planningManage the implementation of KPIs for procurement activities, ensuring their alignment with established frameworks and using insights to drive continuous improvement in cost, quality, and service deliveryEnsure the effective and timely processing of purchase requests and purchase orders while maintaining accurate documentationManage the monitoring of vendor performance, ensuring accountability, contract compliance, and long-term partnershipsEstablish and enforce standards for procurement documentation and reporting, ensuring all records are accurate, complete, and compliant with organization's policies and audit requirementsOversee the preparation and timely submission of procurement activity reports, ensuring data accuracy and providing actionable insights to senior management for informed decision-makingEvaluate procurement processes and supplier contracts regularly to identify inefficiencies and recommend actionable improvements, ensuring adherence to best practices and maximizing value for organizationIdentify and mitigate procurement-related risks, including supplier dependency, market fluctuations, and non-compliance with procurement regulations, to safeguard organization's interestsMentor and supervise the Vendor Management and Partnerships Senior Specialist, PR/PO Senior Specialist, and Sourcing and Procurement Senior Specialist, ensuring alignment with operational objectives and development goals
Qualifications & Experience Bachelor's Degree in Business Administration, Supply Chain Management, or a related field A Master's degree or professional certification (e.g., CIPS) is highly preferredMinimum of 10 years of experience in purchasing and procurement, with at least 3-4 years in a leadership roleStrong understanding of public procurement laws, contract negotiation, and supplier relationship management
