We are supporting a leading Government organisation in Abu Dhabi to appoint a Senior Manager PMO. This is a high-impact leadership role responsible for establishing, leading and maturing the Project Management Office to ensure governance, delivery excellence and integrated oversight across a diverse portfolio of multi-year strategic initiatives.
Key Responsibilities:
PMO Leadership & Governance
- Establish the PMO operating model, frameworks, tools and governance structures aligned to strategic objectives.
- Oversee governance forums, steering committees, and project review boards to ensure transparency and timely decision-making.
- Implement project controls including scope, schedule, budget, risk, quality, and change management processes.
- Ensure compliance with regulatory, safety, sustainability, and audit requirements.
Portfolio & Program Oversight
- Lead portfolio prioritisation, balancing strategic value, feasibility, interdependencies, and resource availability.
- Maintain a unified view of all programs and projects, ensuring alignment with organisational strategic goals.
- Establish portfolio-level KPIs and dashboards to track progress, risks, and benefits realisation.
- Ensure timely escalation and resolution of issues, risks, and deviations.
- Conduct maturity assessments and performance audits.
Strategic Planning & Decision Support
- Develop program roadmaps, master schedules, resource plans, and implementation strategies.
- Provide leadership with data-driven insights, scenario modeling, forecasting, and impact analyses.
- Ensure executive reports and KPIs reflect accurate program performance to enable informed decisions.
Stakeholder Engagement & Communication
- Manage relationships with multi-disciplinary internal and external stakeholders, including government bodies, regulatory entities, engineering partners, R&D organisations, and commercial teams.
- Facilitate cross-functional coordination and resolve bottlenecks affecting delivery.
- Develop communication channels for effective reporting across all levelsfrom project teams to executive leadership.
- Represent the PMO in steering committees, briefings, and external stakeholder engagements.
Requirements:
- Arab National & Arabic Speaker required
- Proven experience leading PMOs and complex portfolios in multi-disciplinary environments.
- Strong governance, planning, and project management expertise.
- Strategic thinker with hands-on delivery experience.
- Excellent stakeholder management and communication skills.
- Experience with regulatory, compliance, and performance reporting frameworks.
