Authorities
- Stop work in case of severe safety/security breaches.
- Lead and authorize incident investigations and risk assessments.
- Approve lifting plans, security protocols, patrol schedules and control systems.
- To enforce QHSSE policies and procedures.
Accountabilities
- Independent management of ISO QHSSE systems (ISO 9001, 14001, 45001).
- Organization-wide QHSSE compliance and performance monitoring.
- Oversight of lifting activities, rigging operations, and tendering requirements.
- Oversees site security protocols, access control, surveillance, and emergency coordination with police.
- Emergency preparedness and response execution, Managing fire safety systems, evacuation plans, firefighting equipment,
- For ensuring that all Departments report QHSSE incidents, investigated, and resolved.
- Documentation, reporting, and regulatory compliance.
- Supporting Artan Holding business units when required.
Duties and Responsibilities
QHSE Scope
- Provide expert advice, guidance and support on HSE matters
- Develop, implement, and maintain QHSSE Management Systems, policies, procedures, and programs.
- Independently manage ISO certifications, audits, documentation and records of HSE activities, ensuring accuracy and confidentiality.
- Ensure, monitor, communicate compliance – applicable HSE regulations, QCS 2014, QCDD, MOI, and other legal requirements. standards & HSE contractual requirements,
- Liaise with regulators and external agencies for HSE compliance and approvals.
- Oversee lifting operations: safe lifting plans, rigging supervision, equipment certification.
- Provide operational support: Standard operating procedures SOPs, safe systems of work, emergency procedures. equipment Safety, fire safety.
- Manage tendering requirements: QHSSE inputs, equipment specifications, compliance documentation.
- Conducting risk mitigation strategies and develop, implement and maintain Risks and opportunities, hazard identification, risk assessments, and environmental aspect impact assessments.
- Coordinate Design and deliver QHSSE training, awareness, and behavioral safety campaigns.
- Manage Incident management system, incident reporting, accident investigation, and corrective actions to prevent recurrence.
- Oversee environmental programs, waste management, Housekeeping, energy efficiency, Illuminating, electrical, water systems, community impact. pollution prevention. Noise, and sustainability programs.
- Reporting to Group HSE Manager Prepare periodic, monthly HSE statistics, incident reports, and audit submissions. Review, analyze and assist in Management review.
- Manage contractor safety, Review method statements, and equipment Safety
- Manage HSE Procurement – Selecting & provision safety equipment, Minimum stock of resources
- Manage working Committees, Consultations, Participation, Perform HSE inspections, safety tours, communicates for closeout action.
- Manage Security, Access, Road safety, Traffic Management, Transportation, Logistical, Infrastructure, Storage fuel, Manage visitor access, material verification, and security documentation.
- Food Safety, hygiene, Office Safety, Behavior Based Safety, Biological / COVID
- Support Artan Holding units in QHSSE matters when required.
- Any other tasks, duties & responsibilities that may be added from time to time as relevant to business requirements.

Qualifications
- Bachelor's degree in Any discipline
- Grad-IOSH membership of IOSH
- Level 3 OHS – NEBOSH IGC (Invigilated)
- Level-3 NEBOSH EMC Environment Management certificate
- Lifting / Rigging Supervisor, Appointed Person
- Lead Auditor in ISO 45001 + 14001 + 9001
- Train the Trainer Certification
- MOI-approved Security training Certification
- Valid Qatar driver's license with a clean driving record
Experience
- 5-7 years of combined HSE and Security functions work experience in similar Industry / region / position across (Education, Training, Construction, Maintenance / Service, Manufacturing, Facility Management).
- Physically fit.
- Proven leadership in managing SOPs, risk audits, and emergency systems.
- Experience interfacing with MOI, QCDD, and regulatory bodies.
