Job Description

  • Job Purpose:

To lead all quantity surveying and commercial management activities for high-profile construction projects in AlUla, with a focus on heritage-sensitive, design-build, and fast-track execution. The candidate will ensure the financial health of the project while complying with RCU (Royal Commission for AlUla) requirements and managing all contractual and commercial matters effectively.


  • Key Responsibilities:

1. Quantity Surveying Duties

Develop and manage comprehensive cost plans in alignment with the project scope and local conditions of AlUla.


Prepare tender and contract documents, including bills of quantities, using local market rates and RCU standards.


Manage post-contract cost control, valuations, interim applications, and final accounts.


Conduct site measurements, assess contractor/subcontractor work progress, and certify payments accordingly.


Identify, evaluate, and manage variations, claims, and change orders.


Ensure compliance with local regulations and heritage preservation guidelines.


2. Commercial Management Duties

Serve as the commercial lead on site, reporting directly to executive management on cost performance, risk exposure, and commercial strategy.


Advise on procurement strategies and lead negotiations with vendors and subcontractors.


Ensure all contractual obligations are met in line with the RCU Framework Agreement and Saudi legal framework.


Implement cost mitigation measures without compromising the cultural and environmental sensitivities of the AlUla region.


Lead dispute resolution, manage claims, and maintain commercial records and correspondence.


Provide mentorship to junior QS staff and ensure knowledge transfer of local norms and practices.


  • Qualifications and Experience:

Education: BSc in Quantity Surveying, Construction Management, or Civil Engineering; RICS or equivalent certification preferred.


Experience: Minimum 10 years experience in construction QS and commercial roles, with at least 3 years managing commercial aspects of culturally or environmentally sensitive projects.


Regional Knowledge: Proven experience in KSA, preferably in AlUla or similar heritage zones; familiarity with RCU processes is a strong advantage.


  • Skills and Competencies:

Strong understanding of Saudi Arabian construction laws, RCU compliance protocols, and FIDIC contracts.


Advanced budgeting, forecasting, and financial analysis capabilities.


High proficiency in MS Excel and QS software (e.g., Candy, CostX, or BIM-integrated tools).


Excellent negotiation, communication, and stakeholder engagement skills.


Ability to work in remote and logistically complex environments like AlUla.


Arabic language skills are an asset; English fluency is required.
