About the Role

A leading international railway organization is seeking a Senior Recruiting Operations & Vendor Manager to oversee and continuously improve recruitment operations in partnership with external recruitment providers.

The role will be responsible for managing the operational and strategic relationship with recruitment partners, monitoring service performance, driving continuous improvement, and acting as a key escalation point for recruitment delivery matters.

You will work closely with HR, Procurement, and internal stakeholders to ensure recruitment services meet business requirements, agreed KPIs, contractual commitments, and quality standards.

Key Responsibilities

• Manage the performance of external recruitment providers against agreed KPIs, SLAs, and service standards.
• Lead regular vendor review meetings and drive continuous performance improvement.
• Identify recruitment delivery challenges and develop practical solutions with internal and external stakeholders.
• Manage day-to-day operational relationships with recruitment providers and handle escalations when required.
• Review recruitment processes and identify opportunities to improve efficiency, quality, transparency, and scalability.
• Support workforce planning by ensuring recruitment activities are aligned with hiring requirements and organizational priorities.
• Partner with Procurement on vendor governance, contract management, and service reviews.
• Support contract negotiations, renewals, and scope adjustments where required.
• Monitor compliance with agreed recruitment processes, contractual requirements, and internal governance.
• Provide recruitment performance insights and recommendations to HR leadership.

Requirements

• Bachelor's degree in Human Resources, Business Administration, or a related field.
• 5+ years of experience in recruitment, talent acquisition, recruitment operations, HR operations, or vendor management.
• Strong knowledge of the Egyptian recruitment market; experience in the transport or railway sector is an advantage.
• Proven experience working with external recruitment agencies, RPO providers, or recruitment vendors.
• Strong understanding of recruitment KPIs, SLAs, vendor performance, and operational management.
• Experience working with Procurement and external service providers.
• Strong organizational and time-management skills with the ability to manage multiple priorities.
• Excellent communication, stakeholder management, and interpersonal skills.
• Fluent English and Arabic.
• Proactive, detail-oriented, and comfortable working in a fast-paced and international environment.
