Deliver Egypt's first High Speed Rail Service with DBEE. DBEE is a joint venture between DB International Operations and Elsewedy Electric. DB International Operations provides rail operations and maintenance worldwide; Elsewedy Electric, global energy and infrastructure solutions provider. Together, we combine strong local capabilities with proven global railway expertise to enable efficient, safe and sustainable passenger and freight mobility on Egypt's first High Speed Rail network. We are looking for transport and mobility professionals with substantial experience in railway operations and projects in Egypt or worldwide. Join us to deliver this landmark project in Cairo.

We are seeking a Senior Recruiting Operations& Vendor Manager to oversee and continuously improve our recruitment operations in collaboration with our external recruitment provider. In this role, you will take a leading position in managing the operational and strategic relationship with the recruitment provider. You will monitor contractual performance, drive service improvements and act as the primary escalation point for complex operational issues. Working closely with HR leadership and Procurement, you will ensure that recruitment services are delivered in line with business needs, contractual agreements and performance expectations.

Responsibilities:

  • Oversee the performance of the external recruitment provider and ensure compliance with contractual KPIs and service levels.
  • Lead regular service review meetings with the provider and drive performance improvements where required.
  • Identify structural challenges in recruitment delivery and develop solutions in collaboration with the provider and internal stakeholders.
  • Contribute to the strategic development of recruitment operations and service delivery models.
  • Evaluate recruitment processes and implement improvements to increase efficiency, transparency and scalability.
  • Support workforce planning by ensuring recruitment operations align with hiring demand and organizational priorities.
  • Partner with procurement on vendor governance, contract management and service reviews.
  • Support contract negotiations, renewals and scope adjustments where applicable.
  • Ensure recruitment services remain aligned with contractual agreements and internal governance standards.

Qualifications:


  • Bachelor's Degree in Human Resources, Business Administration, or a related field.
  • 5+ years of experience in HR, recruitment operations, vendor management or talent acqusition
  • Excellent knowledge of the candidate market in Egypt. Knowledge of the transport industry will be an asset.
  • Strong experience working with external recruitment providers or RPO Models
  • Solid understanding of recruitment KPIs, operational performance management and vendor governance
  • Experience collaborating with procurement and managing service providers
  • Strong organizational and time-management skills with the ability to prioritize.
  • Excellent communication and interpersonal skills, with a strong emphasis on cultural sensitivity.
  • Fluency in English and Arabic required
  • Detail-oriented, proactive, and able to deliver results under pressure.
