Job Description

Job Purpose

Advance Licensing Agency strategy and execution by coordinating correspondence, committees, programs, contracts, and resilience; delivering data-driven reports and value management controls; and aligning plans and budgets with the Roads and Transport Authority (RTA) Corporate Plan. Supervise the preparation and follow-up of the organization's developmental and executive plans. Supervise the formation of resilience groups and teams and monitor the implementation of the comprehensive organizational resilience map.

Roles and Responsibilities

Strategy

• Support the preparation and follow-up of developmental and executive plans, including analysis of the current state, opportunities, challenges, and risks, and consolidation of reports for leadership.

• Provide analytical and advisory support to strategic planning frameworks aligned with the RTA Corporate Plan, including participation in priority settings and annual CAPEX/OPEX planning.

• Contribute and supervise the agency's strategic roadmap, recommend milestones and performance checkpoints and coordinate alignment with long-term objectives.

• Advice and support with data, Artificial Intelligence (AI), and Proof of Concept (PoC) use cases to support strategic initiatives; ensure adherence to institutional documents

• Support the structuring and mobilization of agile cross-functional teams (tribes/squads) and contribute to the setup and sustainment of Objectives and Key Results (OKRs).

• Ensure the implementation of the agency's Agility Transformation Roadmap by tracking adoption of adaptive operating models across the agency.

Operations

• Review outgoing and incoming correspondence for the CEO, maintain official records, and follow up on the closure of recommendations.

• Review strategic plans and project reports to ensure quality, completeness, and accuracy.

• Supervise and advice on implementation of directives and recommendations from the Director General, Board of Directors, and CEO with concerned units, ensuring required reviews and opinions.

• Monitor contractual plans, contract status, and budget disbursement plans, and submit periodic project and budget reports to leadership.

• Support and monitor the implementation of the agency's Agility Transformation Roadmap by tracking adoption of adaptive operating models across the agency.

• Follow up on the formation of resilience groups and teams and track progress against the organizational resilience implementation map.

• Review and validate contractual data across all stages, including change orders, by analyzing root causes, justifications, and preparing recommendations.

• Advise partnerships, service providers, operators, memberships, agreements, and performance level agreements and follow up on compliance actions.

• Advise the committees related to Project /Contractof committees/external teams and internal committees formed by the CEO; plan agendas, action registers, and submit periodic report

• Provide input to support the communication plan, internal/external visits (including field visits and official duties), and organizational unit for readiness for senior leadership visits.

• Monitor programs and projects, assess risks and challenges, track performance, and submit periodic progress and completion of reports.

• Oversee the delivery status of digital transformation initiatives and assure periodic performance reporting to the CEO

Product / Process Improvement

• Contribute to the enhancement of governance templates, data quality, and change control documentation for contracts and projects to improve decision lead times, traceability, and benefits realization.

• Monitor and report on the implementation status of the agency's digital transformation agenda and agency roadmap, ensuring initiatives are progressing in line with approved plans.

• Review and validate program and project data across all stages, including project transfer requests and change orders, and prepare analytical recommendations and reports.

• Support the application of value management principles during project phases by tracking benefits, validating asset lists, and disseminating lessons learned and leading practices.

• Participate with functional units in the assessment of consultancy and contractor proposals to safeguard agency interests and outcomes.

• Advise with departments to ensure strategic alignment and performance accountability and recommend training needs to build capacity for strategy implementation

Physical Working Conditions

• Office-based role with periodic on-site and field presence to support internal and external visits, readiness checks, and leadership-related activities.

Job Qualifications & Requirements

  • Bachelor's degree/Master's degree in Engineering or Business Administration
  • 9-11 years of experience in strategy execution, program/contract governance, committee coordination; exposure to digital/AI use cases
  • Certifications such as Agile/Scrum or SAFe (for tribes/squads), Lean/Six Sigma, ISO 9001 internal auditor
