We are seeking an experienced Senior Saudi Technical Project Manager to lead complex, high-impact digital and IT initiatives within a SAMA-regulated environment. The ideal candidate will have a strong technical background, proven experience managing large cross-functional teams, and the ability to engage confidently with senior stakeholders across business, IT, and external vendors.
This role requires a hands-on leader with excellent communication skills, strong governance mindset, and the personality to drive delivery in fast-paced, highly regulated environments.
Key Responsibilities
- Lead end-to-end delivery of large-scale IT and digital transformation projects within banking or financial institutions.
- Act as the primary interface between business stakeholders, IT teams, vendors, and regulators.
- Manage cross-functional teams including developers, architects, business analysts, testers, and cloud engineers.
- Define project scope, objectives, milestones, governance models, and delivery plans aligned with business strategy.
- Ensure full compliance with SAMA regulations, security, and risk frameworks.
- Establish and lead Steering Committees (SteerCo), providing clear executive-level reporting and decision support.
- Proactively manage risks, dependencies, issues, and change requests.
- Oversee vendors and third-party partners, including delivery performance and contractual obligations.
- Track budgets, timelines, and KPIs to ensure on-time, on-budget delivery.
- Drive continuous improvement in project delivery processes and stakeholder engagement.
Required Qualifications & Experience
- Saudi (mandatory).
- 8+ years of experience in Project Management, preferably within banking, fintech, telecom, or regulated enterprises.
- Strong experience working in SAMA-regulated environments or with financial regulators in KSA.
- Solid technical background with exposure to:
- Core banking systems
- Digital platforms
- Cloud migration and modernization
- ERP, CRM, payments, or analytics platforms
- Proven experience managing large programs or multi-stream projects with multiple stakeholders.
- Excellent stakeholder management and communication skills, including C-level engagement.
- Strong leadership presence and decision-making ability.
