Job Description

We are hiring Strategy and PMO specialist to join one of our major clients based in Riyadh, KSA.

Employment Type - 6 months & extendable contract

Job Location - Riyadh, KSA

Job Purpose

To design, operationalize, and continuously improve the governance, financial controls, and data standards that underpin Strategic Portfolio Management (SPM). The role ensures uniform decision-making, robust approval workflows, accurate financial forecasting, and seamless integration across ERP/Finance, HR, PM tools, and BI platformsdriving transparent prioritization, funding discipline, and portfolio performance.

Required Skills

Strategy expert mainly from manufacturing background who would have implementation strategy planning tool preferably SPM and has experience in strategy framework and Project management framework design experience

Functional Responsibilities

Design governance structure, roles, and decision-making authority across demand, funding, and delivery.

Establish escalation paths and governance cadence (steering, operational reviews, portfolio boards).

Publish governance calendar, Playbook, communication deliverables, and stakeholder engagement plans.

Define approval workflows and gates by investment type, aligned to Delegation of Authority.

Embed financial governance: budget cycles, CAPEX/OPEX classification, variance thresholds, and forecasting.

Standardize business case templates with cost, benefit, and sensitivity analysis.

Define demand categorization, prioritization criteria, and capacity views to manage dependencies.

Document end-to-end processes, SLAs, review cadences, and exception handling rules.

Lead post-implementation reviews and drive continuous improvement roadmap.

Technical Responsibilities

Configure and maintain Strategic Portfolio Management (SPM) tools and related integrations (ERP, HR, BI platforms).

Conduct fit-gap and clarification workshops to validate requirements and finalize SPM design.

Recommend solutions for gaps, including system configuration or process changes.

Identify critical data elements, validation rules, and establish correction and archival processes.

Capture requirements for portfolio setup, KPIs, resource allocation, time tracking, and risk management.

Support integration of project management tools with analytics platforms (SAC, Prophix, Power BI).

Maintain backlog for enhancements, including idea and change management initiatives.
