Define and develop a strategic approach to the procurement and material management process for the purchase of goods and materials to meet the project requirements from pre-award (tender) phase through to completion.
Manages the procurement effort on tenders and projects directing and coordinating Package Mangers, inspectors and coordinates with DDW Procurement department (procurement leads, buyers, expediting, transport, logistics etc.) with the aim of supporting project managers and tender managers
Responsible to provide input and feedback to the processes and procedures required to manage this scope and ensure all personnel under his management are following during the execution of the work, including, but not limited to complete contract terms and conditions prime contract flow downs procurement schedule, budget, document controls, reporting, and manpower staffing. Oversees systems, equipment and personnel requirements for a project and provides forecast during the tender phase. Establish Vendor basis and benchmarking systems based on client's requirements.
Identifies problems and coordinates with the project management team to correct. Proactively manages change. Maintains and promotes a focus on end product whether procurement, engineering, fabrication or construction related. Ensures effective communications among project disciplines. Ensures effective management of procurement procedures. Assumes responsibility for cost, schedule, quantity, reporting, and budget control of the project. Reviews work with clients, management and project leads.
Key Responsibilities
Policies, processes & procedures:
- Develops and oversees the implementation of department policies, procedures and controls covering all areas of finance functional activity so that all relevant procedural/legislative requirements are fulfilled while delivering a quality, cost-effective service to customers.
- Maintain compliance with all company policies, procedures, and codes of conduct, including strict adherence to the Zero Tolerance to Alcohol policy at all times.
Budget/Financial
- Prepares and recommends the department budget by preparing analysis and data related to specific elements as directed.
- Monitors the financial performance of the section against budgets so that areas of unsatisfactory performance are identified and rectified promptly and potential performance improvement opportunities are capitalized upon.
Project Specific Responsibility:
- Establish project procurement requirements, prepare procurement plan for the EPC projects.
- Develop manpower plans for the EPC procurement department, lead recruitment of selection of personnel and clearly define job descriptions, personal goals and perform performance reviews for all procurement personnel
- Is responsible for direct and gives guidance to the assigned project team on procurement matters.
- Manages the procurement team members on project related procurement matters safeguarding company's interests.
- Preparation of project man-hour budgets and planning for the Procurement activities on a project
- Preparation of the project procurement plan, based on the company procedures, practices, standards and project specific requirements.
- Supervise the proper use of the project procurement procedures, tools and systems.
- Reporting of progress on the project procurement activities.
- Maintaining an in-depth knowledge of the worldwide best in class vendors and logistics in the market.
- Ensure efficient and effective claim management / avoidance with vendors.
- Conduct major negotiations and commitments with vendor packages.
- Coordinate project scope changes in relation to Procurement.
- Lead all procurement activities in issuing and receiving proposals, right from RFQ to PO and post PO activities/management

Key Competencies
Technical competencies:
- Project Procurement Manager in a global EPC company executing contracts in key industries, such as oil and gas, LNG, petrochemical, Renewable (HVAC/HVDC), chemical, power, nuclear and water with typical procurement experience ranging from 5 to 10 years
- Prefer lump sum turnkey and modular experience.
- Understanding of all areas of Contracting, Procurement, Warehousing, Inventory and logistics management
- Demonstrates a broad knowledge of the procurement process
- Able to effectively communicate commercial solutions and concepts to procurement personnel and non-procurement personnel
- Familiar with procurement procedures, standards, and codes

- Good knowledge of up-to-date shipbuilding and offshore construction process.
- Experience in dealing with construction projects, commercially, contractually and financially aware to ensure successful management of all financial aspects of the projects.

Education
Prefer bachelor's degree in engineering with any additional qualification related to Supply Chain Management or master's degree in relevant field.
Experience
12-15+ years plus of experience in Procurement activities in the field of Oil & gas, Chemical, process, Renewable energy. Also having experience in proposal preparation and having knowledge and contacts of various vendors all over the Globe.
Procurement experience in the O&G / petrochemical /Renewable energy (HVAC/HVDC) industry.
