Position Summary:
The Talent Acquisition Specialist is responsible for managing end-to-end recruitment activities to attract and retain high-caliber professionals who support RTA's strategic objectives and service excellence. This role involves partnering with department leaders to identify talent needs, develop recruitment strategies, and deliver an exceptional candidate experience. The Talent Acquisition Specialist plays a key role in positioning RTA as an employer of choice within the transport and government sector.
Key Responsibilities:
Strategic Talent Acquisition
- Partner with business leaders and HR Business Partners to understand workforce plans and skill requirements.
- Design and implement recruitment strategies that align with RTA's organizational goals and Emiratization agenda.
- Recommend talent sourcing channels and campaigns to build diverse and high-performing talent pipelines.
Recruitment Delivery
- Manage the full recruitment cycle: job postings, candidate screening, interviewing, assessments, and offer management.
- Conduct competency-based interviews and ensure alignment with RTA's values and organizational culture.
- Coordinate with onboarding teams to ensure smooth integration of new hires.
- Maintain accurate recruitment dashboards and monthly reports reflecting key metrics (time-to-hire, cost-per-hire, candidate quality, etc.).
Candidate Experience & Employer Branding
- Ensure a positive, professional, and timely recruitment experience for all candidates.
- Represent RTA at career fairs, university partnerships, and networking events to promote its brand and career opportunities.
- Contribute to the development of social media and digital recruitment campaigns.
Stakeholder Management
- Advise and guide managers on effective selection practices and workforce planning.
- Build strong relationships with external recruitment agencies, assessment providers, and community partners.
- Collaborate with other HR units to align recruitment processes with broader HR and organizational initiatives.
Governance & Compliance
- Ensure recruitment policies, documentation, and systems comply with DGHR and government directives.
- Maintain confidentiality and apply ethical hiring practices throughout all recruitment stages.
Qualifications & Experience:
- Education: Bachelor's degree in Human Resources, Business Administration, or related field; Master's degree preferred.
- Experience:
- Minimum 57 years in recruitment or talent acquisition, preferably within government, transportation, or large corporate environments.
- Proven record in hiring for technical, engineering, operations, and professional roles.
- Skills & Competencies:
- Strong knowledge of recruitment best practices and labor market trends.
- Excellent communication, negotiation, and stakeholder management skills.
- Familiarity with ATS (Applicant Tracking Systems) and HR analytics tools.
- Ability to multitask and deliver in a fast-paced, dynamic environment.
