JOB PURPOSE:

Responsible for working within all stages of project management to ensure smooth budgeting, cost control, cost estimation, milestone reviews, and contract management, supporting Technical & Project Support and broader Company interests. Provides cost estimation expertise for projects across business units, helping stakeholders make informed decisions on feasibility, cost-effectiveness, and investment profiles.

KEY ACCOUNTABILITIES:

  • Lead, supervise and coordinate preparation of cost estimates and provide cost advice and service to all projects across business units to support shareholdersu2019 investment decision making. Compile accurate budgets, endorses project variations, and supports external contractorsu2019 negotiations, manages cost database, data collection, cost data analysis and trend forecast analysis.
  • Focal point and official communication channel between ADNOC CONCESSION and ADNOC Upstream / Group Capital Projects regarding all cost reviews and reports.
  • Ensure correctness of budget and cost data in ADNOC approved software (Planisware, OneProject, etc)
  • Consolidate, compile, and issue function 5 years Business Plan for Facilities in line with corporate directions and guidance of divisional management including the Business plan reviews.
  • Ensures provision of cost forecasting and cost risk analysis to the project teams.u00A0 Review feasibility studies, cost and economic studies. Update cost estimates for current and planned projects and ensure input to the budget revision sheets is produced as applicable.
  • Reconcile, review, and monitor the Function Performance Contract of Capex/ OPEX KPIs
  • Review, challenge and recommend fit for purpose solutions for all post award contract variation orders and EoT claims.
  • Provide support to finalize RACI matrix and enforce approved RACI matrix in Cost Control and Estimation establish and measure SLAs on assigned work.
  • Support during reviews such as Business Plans, Cost Optimisation Reviews, CESAR, IPR and IPA and provides required inputs in coordination with the Project team.
  • Supports in the preparation of presentations for Concession holders (PRSC / Steering committee / TCM)
  • Develop detailed procedures based on overall GVAP requirements and monitor compliance. Leads the establishment of project cost procedures, maintains / update company cost guidebooks / manuals and implementation of computerized systems. Include developing appropriate methodologies to cover project cost control and estimation.
  • Review staffing plans from individual projects & revision control
  • Staffing & Cost Resource Management on the Projects through PMC
  • Provide advice and technical support with regards to adherence of the projects cost engineering and control standards.
  • Support in defining a clear cost engineering strategy, processes, practices and toolsets for cost engineering, project risk and Management of Change (MoC).
  • Provide assurance concerning the ADNOC cost engineering & control standard is being adhered to.
  • Support groupu2019s overall Cost Engineering and Control project program, monitor alignment with defined targets and identify deviations and risks to be reported.
  • Provide technical expertise on Cost Engineering and Estimation whenever required.
  • Review the consolidated cost control individual project reports for management. Ensure accuracy, completeness, transparency, and consistency of the reports / dashboard.
  • Support assessments of variation proposals and major claims.
  • Provide estimates for Design Change Authorisation / Change Trend Notices / Variation Orders

  • Plan and supervise the activities of the personnel and resources of the Section to achieve the Department objectives in an efficient and cost-conscious manner while ensuring implementation of approved operational plans for the Section in line with Department objectives.
  • Develop the knowledge, competencies and innovative spirit in the Section and support the establishment of Personal Development Plans (PDP's), Succession Planning and Talent pipeline within the Section in coordination with the Human Capability Group to continuously develop employees with emphasis on UAE Nationals to meet Emiratization targets.

  • Compile and provide input for preparation of the Department and Project budgets and regularly monitor expenditure against approved the Section budget levels. Investigate, highlight and reconcile any significant variances to ensure effective performance and cost control.

  • Lead the implementation of approved Section policies, processes, systems, standards, procedures, and internal controls in order to support execution of the Department work programs in line with Company and International standards.

  • Implement the Company Performance Management System for individuals within the Section in accordance with Company approved guidelines and continuously monitor the achievement of the Section KPIs related to the approved Annual Performance Management Contract and the Balanced Score Card.
  • Support the assurance of competence and assessments of cost engineering & control personnel and advise on areas for future development.
  • Support the development of Cost Engineering and Control competency and career development program in addition to establishing clear deployment guidelines with the objective of ensuring having the right capability in the team.

  • Review, develop and recommend the appropriate organisation structure for the Section that will best utilise human capital while proactively incorporating sustainability into the on-going work practices to meet the business objectives.

Innovation and Continuous Improvement

  • Encourage innovation, enhance employee motivation and support initiatives for implementation of Change Management to continuously improve operations and services, propose improvements in internal processes against best practices in pursuit of greater efficiency in line with ISO standards in order to define intelligent solutions for issues confronting the Section.
  • Maintain all database and catalogue for Cost information form the Projects.

  • Support the institution of an HSE culture and ensure compliance with relevant HSE policies, procedures, systems & controls and applicable legislation and sustainability guidelines across the Section in line with international standards, best practices and ADNOC Code of Practices.
  • Ensure adequate HSE training and induction for all Section employees to meet HSE standards.

Management Information Systems (MIS) and Reports

  • Prepare all Section MIS and progress reports to provide accurate and timely reports and necessary information to Company Management to effectively manage the business.
  • Review, compile / endorse CONCESSION ASSET reports received from Projects.

Minimum Qualification

  • Bacheloru2019s Degree in Project Management / Engineering / Science or relevant disciplines with supporting experience

Minimum Experience & Knowledge & Skills

  • 15 years of experience, including at least 5 years in a Cost Control and Estimation within oil and gas industry.
  • Very good communication skills
  • Very good presentation and reporting and data analysis skills

Professional Certifications

  • PMP
  • CCP (Certified Cost Professional), from AACE International is preferred.
